Definition
Under direction of a higher level supervisory official in the Department of Transportation, supervises staff and/or provides overall program supervision of inspections of environmental activities and the monitoring of compliance with the terms and conditions of permits, certificates, and approvals issued by the department, as well as monitoring program, statutory, and regulatory requirements; coordinates an inspection and enforcement tracking program involving responsibility for monitoring case status, researching and preparing administrative orders and notices of prosecution containing penalty assessments; does other related duties.
Examples of work
Supervises the planning, scheduling, assignment, and of facility and equipment inspections to ensure compliance with determinations, enforcement case developments, and the issuance of enforcement documents and permits according to state, and/or federal statutes, department rules and regulations, and engineering plans and specifications relevant. Consults with engineers, facility owners, facility operators, shippers, professional staff, enforcement supervisors, New Jersey State Police, or other interested parties relevant to inspections, enforcement matters or monitoring programs. Supervises the review and evaluation of inspection and compliance reports from permittees and/or staff and facility representatives. Coordinates and supervises inspection and compliance status tracking of recipients of enforcement documents. Supervises the review of monthly operating reports from treatment facilities. Supervises the training of Environmental Compliance Inspectors, county inspectors, and coworkers; develops plans and implements program changes. Supervises group assignments of subordinate Environmental Compliance Inspectors. Confers with municipal and county health/environmental officials, and other administrative personnel to promote conformance with departmental rules and regulations concerning environmental compliance and enforcement. Plans, implements, and oversees the organization and conduct of surveillance operations and inspections of illegal handling, processing, shipping, and disposal activities. Supervises the development, maintenance, update, and inventory of facilities and other areas for compliance with pertinent rules and regulations. Witnesses final inspections and testing of completed handling facilities. Reviews referrals for completeness; determines whether additional information is needed. Instructs and supervises subordinates in the operation and maintenance of specialized collection, control, and testing equipment, recording devices, and measuring instruments. Develops new or revised safety procedures used to perform specific tests. Develops new or revised procedures for the disposal, cleanup, transport, and removal. Responds to environmental emergencies; conducts investigations on a 24-hour basis. Supervises the review of plans of industrial sites and hazardous waste facilities for timeframe and completeness involving cleanup and removal practices. Assists and advises staff of other bureaus within and outside the department or agency of the data collection required for effective enforcement, compliance with permits issued, and regulations governing specific program areas, including the removal of illegal advertising signs. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Supervises the design and construction of technical source emissions sampling trains and the monitoring of test equipment performance. Supervises the collection of samples and prescribed data for each category of investigation according to policies, procedures, and prescribed chains of custody. Prepares and supervises the preparation of correspondence, investigation reports, enforcement reports and documents, cease and desist orders, directives, telegram orders, administrative penalties, and referrals to the Attorney General. Represents the department in hearings and in court actions. Supervises investigation of complaints. Establishes and maintains cooperative working relationships with other groups or organizations interested in assigned enforcement and compliance activities. Provides guidance to Environmental Compliance Inspectors and supervises their perfformance. Oversees the issuance and renewal of outdoor advertising permits. Supervises the preparation of information booklets, forms, and guidelines relative to outdoor advertising and sign encroachments. Conducts seminars relative to outdoor advertising an sign encroachments. Analyzes and evaluates problems involving outdoor advertising and sign encroachments; recommends solutions to avoid litigation. Evaluates and recommends the updating of fees and penalties for the outdoor advertising sign program. Enforces Federal Highway Administration Beautification regulations. Analyzes violation reports to assess and impose penalties consistent with existing outdoor advertising laws and the Highway Beautification Program. Prepares reports and correspondence. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Experience
Five (5) years of experience in environmental compliance programs including inspections, investigations, testing, surveys, and/or enforcement activities; two (2) years of which shall have involved gathering of legally significant evidence and/or the collection of data and samplings using measuring, recording, and/or testing equipment, two (2) years of which shall have been in a supervisory capacity.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the techniques used to conduct environmental investigation and inspections. Knowledge of methods used to collect and process samples. Knowledge of safety procedures and regulations governing disposal, cleanup, transport, and removal of hazardous materials. Knowledge of the hazardous materials or contaminants which may be present or emitted from various sources. Ability to interpret and apply the laws, rules and regulations impacting program activities. Ability to interpret and apply permit restrictions and regulations. Ability to understand the construction and operation of municipal and industrial treatment and distribution facilities, wells, dams, and appurtenances. Ability to supervise the review of applications, plans, and diagrams for design and compliance with operational requirements specified in the regulations. Ability to supervise the training of staff and local government inspectors. Ability to read and interpret engineering drawings relevant to job assignments. Ability to use, understand, and prepare maps, charts, and diagrams for inspections, reports, and courtroom exhibits. Ability to prepare reports, correspondence and enforcement documents. Ability to interpret laboratory analysis of samples for compliance with conditions and permits issued. Ability to establish and maintain cooperative working relationships with individuals, agencies, and groups. Ability to establish and maintain records and files. Ability to observe and develop safety rules and procedures. Ability to represent the department in court and provide testimony under oath. Ability to respond to environmental emergencies or conduct investigations on a 24-hour basis. Ability to develop procedures governing disposal, cleanup, transport, and removal of hazardous materials. Ability to perform mathematical calculations and rudimentary analysis. Ability to work independently, supervise, or as a team member. Ability to ascend and descend stacks, buildings, and/or rail cars, tank trucks, cargo tanks, and vessels, and to work in other hazardous environments. Ability to develop information booklets, forms, and guidelines. Ability to conduct training programs for staff, field personnel, and outside agencies. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
