Definition

Either (a) under the supervision of a Principal Engineer or other supervisory officer in a State Department, does the engineering work required in electrical installations and preventive maintenance of electrical equipment and systems; or (b) under the supervision of a Principal Engineer, Electrical does and assists in doing the engineering work required in the design, installation, and alteration of highway lighting, illuminated sign, traffic signal and other electrical installations and in the maintenance and alteration of power and control equipment on movable bridges; does related work as required.

Examples of work

In a State Department: Under general direction, supervises and/or performs the preparation of plans and specifications for various types of plant electrical installations. Evaluates varied types of electrical materials and equipment to be used in electrical projects. Assists in making preliminary analyses and cost estimates of electrical construction and prepares recommendations and reports thereof for submission to the section supervisor. Evaluates the need for, and the extent of, major replacements and repairs to existing electrical installations. Procures and/or supervises the procurement of data from field tests on electrical equipment. Uses various types of instruments such as ammeters, voltmeters, etc., and prepares comprehensive reports on findings. Prepares, develops and/or assists in the supervision of engineering programs for the preventive maintenance of electrical equipment. Provides advice and assistance to field maintenance personnel. Makes calculations on electrical data and checks calculations prepared by other engineers. Makes regular inspections of jobs and makes certain that the job is being installed in accordance with approved plans and specifications and coordinates the work of outside electrical contractors. Makes field inspections of the condition and functioning of the existing electrical installations. Develops and monitors safety programs related to electrical operations. Prepares clear and concise reports and maintains essential records and files. Prepares and checks cost estimates. In the Bureau of Electrical Operations, Department of Transportation: As directed and pursuant to general instructions, works out the details of designs for traffic signals, highway lighting and illuminated sign installations. Checks contract drawings for errors or omissions. Obtains information concerning equipment and materials required for the preparation of specifications and cost estimates for highway projects. Establishes the control circuitry and draws schematic wiring diagrams for the guidance of the Mechanics who will build the control. Inspects electrical work under construction to insure that it is done in accordance with Department approval plans and specifications. Assists in correlating the work of the Bureau of Electrical Operations with that of other Divisions and Bureaus within the Department. As directed, negotiates with municipalities, counties and utility companies. Assembles information to be used in the preparation of as-built plans of all types of electrical installations on the State highway system. Conducts and assists in surveys, tests and investigations pertaining to the work of the Bureau of Electrical Operations. Prepares clear, technically sound, accurate and informative engineering and other related reports containing findings, conclusions and recommendations. Maintains the essential records and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Education

Graduation from an accredited college with a Bachelor's degree in electrical engineering. Possession of a valid Professional Engineers license issued by the New Jersey Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in engineering.

Experience

Two years of professional electrical engineering work. A Master's degree in engineering may be substituted for one year of the indicated work experience.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the principles and practice of electrical engineering. Knowledge of the modern methods and techniques used in the installation and maintenance of electrical systems and equipment in large buildings, including office buildings. Knowledge of the layout of cable and electrical equipment in large buildings, including office buildings. Knowledge of the layout of cable and electrical equipment in connection with signal systems, light and power systems, generators, motors, switchboards, and overhead and underground high and low voltage systems and sub-stations. Considerable knowledge of the current National Electrical code. Ability to interpret plans and specifications for electrical installations, make complex engineering and trigonometric calculations, and to check computations made by others. Ability to prepare and analyze isolux charts and to apply these charts to specific highway and building site illumination problems. Ability to make field inspections, surveys, investigations of electrical installations, using various types of electrical and illumination metering equipment. Ability to interpret Department policy to government officers and utility representatives and to negotiate in accordance with these policies for the installation and maintenance of highway lighting, traffic signal and sign installations, and new building electric services. Ability to compile material for and to prepare clear, technically sound, accurate and informative engineering and related reports containing findings, conclusions and recommendations. Ability to maintain essential Bureau records and files pertaining to electrical engineering. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
