Definition
Under the direction of the Chief, Mechanical Inspection Bureau Boiler and Pressure Vessel Compliance, in the Department of Labor and Workforce Development, supervises programs designed to regulate the construction, installation, repair, maintenance, and inspection of boilers, pressure vessels, and refrigeration units; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; oversees the development and implementation of training programs; does other related duties as required.
Examples of work
Supervises statewide boiler, pressure vessel, and refrigeration inspection and licensing programs, applying codes, standards, rules, and regulations. Executes program priorities. Serves as a member of the examining board as outlined in N.J.S.A. 34:1-38.1. Assists the chief in planning, organizing, and directing the work programs of the bureau. Assists in the development of internal processes and procedures used to monitor and evaluate the quality of staff and services. Identifies program deficiencies and develops corrective action strategies in support of established goals. Interprets American Society of Mechanical Engineers (ASME) codes and standards, the National Board Inspection Code (NBIC), and other consensus safety and engineering practices; advises staff of changes to ensure uniform application. Prepares examination questions for Stationary Engineer, Power and Refrigeration Engineer, and Boiler Operator licensing programs; proctors mandated licensing exams required for the safe operation of power, heating, process, cogeneration, and refrigeration plants. Develops and implements public relations programs to interact and educate stakeholders of the bureau's policies and changes to the existing ones. Initiates corrective action when authorized inspection and repair agencies deviate from their respective programs such as an Insurance Company, Owner-User and/or the New Jersey Repair Authorization. Addresses meetings of lay and professional personnel regarding inspection and safety programs and problems common to places and agencies of inspection. Reviews and approves reimbursement requests from inspectors. Works in conjunction with other state departments to achieve common goals, reduce duplication of work, and cooperate on special emphasis programs. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring firing, promoting, demoting and/or disciplining of employees. Provides staff assignments and instructions. Prepares correspondence. Prepares and supervises the preparation of clear, technically accurate, and informative reports containing findings, conclusions, or recommendations on enforcement, training, and/or consultative matters. Develops and implements promotional and outreach activities for inspection programs. Establishes case monitoring or tracking systems to monitor work, staff, incidents, accidents, and complaints. Oversees the development and implementation of customized and general training programs to ensure that subject area and content is in conformance with all ASME Codes and standards, the NBIC, and other adopted consensus standards utilized for the jurisdictional authority of the department. Oversees the inspection programs and follow up activities for verification of abatement activities. Ensures the implementation of established programs for proper resolution of the collection of debt, abatement of violations, penalty assessments, docketed judgments, settlement conferences and coordination of administrative hearings. Reviews requests for variances from the requirements of laws, rules, and regulations for which the bureau is responsible. Supervises the establishment and maintenance of essential office records and files. Will be required to learn how to utilize various types of electronic and/or web-based application systems used by the bureau or related units.
Education
Graduation from an accredited college or university with a bachelor's degree including or supplemented by twenty-one (21) semester hour credits in mechanical, marine, industrial, or chemical engineering.
Experience
In accordance with NJSA 34:1-38.1, applicants shall: (1) be a citizen of the State of New Jersey; (2) have held, for at least 1 year, a Class I, Grade A operating engineer's license issued by the Department of Labor and Workforce Development; and (3) EITHER: (a) possess five (5) years of experience as a boiler and pressure vessel inspector, OR (b) possess ten (10) years of experience as a Grade A (Gold Seal) or B (Red Seal) NJ licensed Operating Engineer, OR (c) have held a position equivalent to b.
License
Applicants must possess a valid 1-A Gold Seal Stationary Engineer's License issued by the New Jersey Department of Labor and Workforce Development. Applicants must possess certification as an Inspector issued by the National Board of Boiler and Pressure Vessel Inspectors. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of ASME Codes and Standards. Knowledge of the National Board Inspection Code. Knowledge of inspection methods and procedures for boilers, pressure vessels, and refrigeration units. Knowledge of ASME and National Board audit methods and procedures. Knowledge of the safety devices and measures used to operate boiler and pressure vessel equipment. Knowledge of the precautions, procedures, and techniques used to operate pressure vessels. Knowledge of accident investigation procedures and report writing. Ability to assess the mechanical and structural integrity of a plant or system containing boilers, process equipment, pressure vessels, refrigeration, or other similar equipment. Ability to read and interpret ASME codes and standards, state boilers, pressure vessels and refrigeration regulations and laws, and apply them to specific situations. Ability to read and interpret blueprints, sketches, drawings, plans, and specifications. Ability to resolve through settlement conference issues arising from the penalty assessment and/or notice of violations. Ability to conduct periodic evaluations of programs and provide recommendations for improvement. Ability to handle sensitive and complex program issues and function as a subject matter expert in the area of assignment. Ability to promote safety inspection and training initiatives. Ability to design and implement loss control/accident prevention programs. Ability to address lay and professional groups on safety inspection problems and programs. Ability to maintain cooperative working relationships with various federal, state, and local officials. Ability to analyze proposed legislation and administrative regulations in the area of boiler, pressure vessel and refrigeration systems. Ability to administer ASME and National Board of Boiler & Pressure Vessel Inspectors programs. Ability to supervise the reporting and maintenance of accurate inspection and licensing statistics. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to organize a statewide program of inspections designed to enforce New Jersey's boilers, pressure vessel and refrigeration laws and those as promulgated by rules and regulations. Ability to initiate and direct field inspection personnel in their activity in the corrective action to abate violations. Ability to train or arrange for the training of staff involved in program activities. Ability to prepare correspondence. Ability to prepare and supervise the preparation of clear, technically accurate, and informative reports containing findings, conclusions, and recommendations. Ability to supervise the establishment and maintenance of records and files. Ability to learn how to utilize various types of electronic and/or web-based application systems used by the bureau or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
