Definition
Under the general supervision of a supervisor in the Department of Transportation, does moderately complex field and office work involved in the safety inspection of work being performed by the Department within the State; as required, may function as a lead worker; does related work as required.
Examples of work
- Inspects work forces at the job site, including all work being performed by maintenance and construction workers; equipment operators; engineers; and electrical, office, laboratory, and shop workers.
- Takes the lead and participates in safety inspections of work routines and practices in the field and prepares reports on violations of safety practices and regulations.
- Takes the lead and participates in the inspection of field offices, storage buildings and shops, laboratories, moveable bridge facilities, and other properties for conformance with approved safety standards and practices and prepares reports.
- Coordinates with supervisory personnel and other workers in the field on matters relating to the safety of all employees, makes suggestions and recommendations concerning safe practices, procedures and conditions.
- May prepare and distribute appropriate safety literature and materials for personnel in the field.
- Provides assignments to lower level inspectors.
- Investigates accidents involving personal injury or property damage; determines all factors causing the accident; prepares a report containing findings and makes recommendations for the prevention of such occurrences.
- Investigates vehicular accidents and the personal injury of employees to document whether safety procedures have been followed. Conducts employee safety training classes.
- Conducts follow-up inspection to ensure compliance with regulations and the elimination of hazardous health conditions.
- Prepares statistical and other reports containing facts and effective recommendations relating to safety matters.
- Operates, inspects, and tests maintenance and mechanized equipment for conformance with approved safety standards and practices and prepares reports.
- Operates, inspects, and tests new maintenance and mechanized equipment to ensure equipment meets approved safety standards and practices and prepares reports as required.
- Trains employees on the safe operation of maintenance and mechanized equipment.
- Maintains records and files.
- Will be required to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Experience
Two (2) years of experience in work involving the physical inspection of business, industrial, and construction operations from the standpoint of the safety, health and welfare of persons employed or congregated therein, and the inspection and safeguarding of machinery equipment normally used in the construction, maintenance and repair of highways.
License
Appointees must possess a Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.
Knowledge, skills and abilities
- Knowledge of the general principles and practical application of accident prevention, sanitation, industrial hygiene, fire prevention, fire protection, and machine guarding and of general safety in shop practices.
- Knowledge of the objectives, methods, procedures, and techniques used in conducting safety inspections and investigations.
- Knowledge of the approved safety standards and practices used to inspect and test maintenance and mechanized equipment.
- Knowledge of the characteristics of flammable liquids and compounds and their proper use, storage, and handling.
- Knowledge of the proper work zone safety setup as it relates to the New Jersey Department of Transportation's safety manuals, guides, and training, and FHWA standards.
- Ability to read and understand the motor vehicle laws as outlined by the New Jersey Motor Vehicle Commission.
- Ability to read and interpret safety laws as outlined by the New Jersey Department of Labor pertaining to industrial and construction safety.
- Ability to recognize actual and potential dangers and hazardous conditions and devise methods for their alleviation and correction.
- Ability to organize and conduct safety inspection work in the field by recognizing actual or potential hazards to life, health, safety, and to develop effective and safe methods for specific operations and conditions.
- Ability to prepare safety bulletins, brochures, and statistical and other reports of the safety and driver accident program containing findings, conclusions, and recommendations.
- Ability to conduct field trips under varied weather and other conditions, to conduct safety inspections and investigations.
- Ability to train employees in the safe operation of maintenance and mechanized equipment.
- Ability to provide assignments and instruction to staff.
- Ability to establish and maintain essential safety program records and files.
