Definition
Under general direction of a supervisory official in the Department of Transportation, supervises inspectors of lower levels and performs field and office work involved in the complex and difficult inspections to enforce and ensure compliance with public employee safety and health regulations; supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

- Supervises staff, work programs, and activities of a field unit of the Safety Section.
- Supervises and inspects and investigates the more complex field operations, workings, methods, safety devices, appliances, and machinery, as well as matters related to sanitation, ventilation, and employee protection in all work areas.
- Coordinates safety activities of Department employees working with contractors in the field, laboratories, and various plants which manufacture and supply materials for the Department.
- Supervises work operations and functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
- Makes recommendations to management regarding the need for safety equipment and supplies required to comply with applicable health and safety rules.
- Supervises and performs tests on the more complex types of safety gear, equipment, and supplies which must be purchased for the Department.
- Supervises the preparation and distribution of appropriate safety bulletins and materials including safety rules and regulations governing all categories of employment within the Department.
- Supervises the preparation of clear, sound, accurate, and informative statistical or other safety reports containing findings, conclusions, and recommendations.
- Trains new inspection personnel and conducts in service training programs for safety inspectors of various levels.
- Interprets technical language and ensures proper application of federal and State safety laws such as Occupational Safety and Health Administration (OSHA) Public Employees Occupational Safety and Health Act (PEOSHA), Right to Know, and Uniform Fire Code.
- Supervises and performs follow-up inspections to ensure compliance with regulations and the elimination of hazardous health conditions.
- Supervises and investigates vehicular accidents and the personal injury of employees to document whether safety procedures have been followed.
- Responsible for ensuring that all employees are in conformance with the Department Safety Manual and policies and procedures.
- Supervises the preparation and maintenance of accurate records of personal injury and driver accident reports and the development of statistics.
- Supervises and operates, inspects, and tests maintenance and mechanized equipment for conformance with approved safety standards and practices and prepares reports.
- Supervises and operates, inspects, and tests new maintenance and mechanized equipment to ensure equipment meets approved safety standards and practices and prepares reports as required.
- Supervises and trains employees on the safe operation of maintenance and mechanized equipment.
- Supervises the establishment and maintenance of essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Three (3) years of experience in work involving the physical inspection of business, industrial, and construction operations from the standpoint of safety, health, and welfare of persons employed or congregated therein, and the inspection and safeguarding of machinery equipment normally used in the construction, maintenance, and repair of highways.
License
Appointees must possess a Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.
Knowledge, skills and abilities
- Knowledge of principles and practical application of accident prevention, sanitation, industrial hygiene, fire prevention, fire protection, and of machine guarding and general safety in shop practices.
- Knowledge of objectives, methods, procedures, and techniques used in making safety inspections, investigations, inquiries, interrogations, and in planning and carrying out an adequate and workable safety program.
- Knowledge of the approval safety standards and practices used to inspect and test maintenance and mechanized equipment.
- Knowledge of the characteristics of flammable liquids and compounds and their proper use, storage, and handling.
- Knowledge of the proper work zone safety setup as it relates to the New Jersey Department of Transportation's safety manuals, guides, and training, and the Federal Highway Administration (FHWA) standards.
- Ability to read and understand the motor vehicle laws as outlined by the New Jersey Motor Vehicle Commission.
- Ability to acquire knowledge of safety laws as outlined by the New Jersey Department of Labor pertaining to industrial and construction safety.
- Ability to acquire knowledge of motor vehicle laws as outlined by the New Jersey Motor Vehicles Commission.
- Ability to interpret and apply State and federal regulations pertaining to safety.
- Ability to supervise assigned staff and plan, organize, and implement projects within the unit.
- Ability to organize and supervise technical safety work and develop appropriate work procedures in safety and safe practices.
- Ability to plan and carry out a statewide program of safety inspection and accident prevention.
- Ability to train and supervise staff in the training of employees in the safe operation of maintenance and mechanized equipment.
- Ability to make and supervise mandatory periodic inspections, investigations, and studies, and prepare recommendations to ensure safety of personnel and properties.
- Ability to prepare materials to be used for training employees in safety, first aid, defensive driving techniques, cardiopulmonary resuscitation, and emergency firefighting techniques.
- Ability to recognize actual and potential dangers and hazardous conditions and devise methods for their alleviation and correction.
- Ability to supervise and make required tests to determine the condition of the air in shops, laboratories, offices, and other enclosed areas, and conduct tests on safety gear and supplies.
- Ability to conduct onsite consultation visits in accord with OSHA guidelines.
- Ability to prepare and review varied types of health, personal injury, driver accident, and other personnel records as they pertain to safety and safe practices.
- Ability to prepare safety bulletins, brochures, and statistical and other reports of the safety and driver accident program containing findings, conclusions, and recommendations.
