Definition
Under the supervision of a supervisory official in the Division of Public Safety and Occupational Safety and Health, Department of Labor and Workforce Development, develops and conducts programs of mine safety training under guideline established by the Mine Safety and Health Administration, US Department of Labor; performs on-site mine safety consultation work; develops the required training materials, modules, and methods; does related work as required.
Examples of work
Develops and conducts onsite workplace training at non-metal surface mines including mining operations involving surface shell dredging, sand, gravel, surface stone, surface clay, slate, shale, traprock, and kaolin. Reviews and evaluates existing programs and related materials; and makes such revisions as required by the Mine Safety and Health Administration or changes in technology. Conducts on-site consultation visits to review training programs and aid the mine operators in carrying out their part of the training as required by Federal regulations. Prepares safety training courses for new miners, newly employed experienced miners, miners assigned to a task in which they have no previous experience and refresher safety training courses for mining companies; assists companies in conducting such courses. Develops training outlines, manuals, guides, audio-visual aids, and other materials for miner safety training. Arranges for training facilities, schedules training sessions and notifies participating mining companies of the schedule. Prepares statistical, evaluative, and other periodic reports as may be required by the Federal Government and the Department of Labor and Workforce Development. Establishes and maintains essential mine safety training records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. SPECIAL TRAINING Appointee will be required to complete a specialized Instructor's Training Course conducted by the Office of Education and Training Mine Safety and Health Administration.
Knowledge, skills and abilities
Knowledge of the miner safety training program as required by the Mine Safety and Health Administration, US Department of Labor. Knowledge of the Mine Safety Act and the regulations promulgated under the Act. Knowledge of the hazards associated with the mining of the State, effective accident prevention programs, and mining occupational health hazards. Knowledge of preparation and conducting formal mine safety training programs. Knowledge of the current methods of presenting statistical data in graphics, tabular, and other forms. Ability to organize assignments and develop effective work methods. Ability to conduct the necessary on-site consultation visits in accordance with MSHA guidelines. Ability to gather, edits, and use mine safety educational material in the preparation of formal safety training courses for the mining industry. Ability to conduct formal training sessions. Ability to provide technical assistance to mine operators concerned with implementing miner safety education programs. Ability to read and interpret Federal rules and regulations on mine safety, technical safety publications and statistical material on mine safety. Ability to prepare the preparation of reports Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional mining experience, one (1) year of which shall have included responsible experience in mine safety work. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have included responsible experience in mine safety work. "Responsible experience" can be defined as the job directly related to evaluating and recommending safe work procedures, equipment and work practices as well as the proper use, maintenance and care of personal protective equipment (PPE) required on the job. The responsible experience can also include designation by the employer as the person responsible for safety and health training at the mine. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
