Definition
Under the direction of a Supervising Technician, Commercial Recording or other supervisor in the Department of the Treasury, takes the lead in examining documents which are required by various business, commercial and corporate statutes, determines the degree in which documents are in compliance with the statutes; does other related duties. Examples of work
Examines the various corporate and commercial certificates and other documents submitted to be filed and recorded to determine whether such documents meet legal requirements, under the New Jersey Business Corporation Act, New Jersey Nonprofit Corporation Act, New Jersey Uniform Commercial Code, the Tradename and Partnership statues, and the Notary Public Law. Takes the lead in a supervisory capacity over subordinate employees, assigning, reviewing and approving routine and special work assignments on a daily basis. Responsible for taking the lead in the review, verification, correction and recording of data from documents in compliance with established rules and regulations prior to entry into automated systems and files. Operates an electronic key-entry terminal machine by keying in data onto key-to-tape and/or key-to-disk devices or through direct on-line hook-up with a computer. Edits, updates, retrieves, verifies and corrects data as required; exercises own judgement in making corrections to all errors and verifies corrections. Assists visitors and telephone callers to the Department in securing information about business/commercial entitles which are incorporated and/or registered in the State. Explains and interprets the requirements of Corporate/Business laws to members of the general public, attorneys, and others who desire such information. Drafts correspondence designed to convey information concerning the laws and procedures for filing corporate data. Calculates applicable statutory fees for the filing of documents or dispersal of information. Searches records in order to secure information from original documents as necessary to provide information to the public. Assists in training new employees in methods and procedures by demonstrating, closely observing, and if necessary, making constructive suggestions in order to develop competent, efficient employees. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Experience
Four (4) years of experience in providing technical support work to professional staff involving the application of rules, regulations and laws for document verification, examination and official recording. NOTE: Applicants who do not possess the required experience may substitute education with thirty (30) semester hour credits being equal to one (1) year of experience, for a maximum of two years.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of the laws under which the Division of Commercial Recording operates (Titles 2A, 4, 12A, 14A, 15A, 16, 22A, 29, 42, 45, 52, 54, 55, 56). Knowledge of office methods, practices, procedures and equipment which may be applicable to the work situation. Knowledge of approved English usage, filing systems, workflow, methods and the limits of their utility. Knowledge in the operation of data preparation and entry devices. Ability to comprehend, interpret, and apply the laws governing the work of the Division. Ability to draft operating guidelines and procedures understandable to both employees and the public. Ability to prepare complex correspondence in the course of official duties. Ability to transcribe data into an electronic data processing medium. Ability to detect and report hardware and source input problems. Ability to maintain an expected workflow while sustaining a high level of accuracy and thoroughness. Ability to profit from an in-service training program in Data Processing procedures, methods and techniques. Ability to communicate well with co-workers and to develop and maintain effective working relationships with others. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
