Definition

Under the direction of the Director, Division of Consumer Affairs, Department of Law and Public Safety, supervises the Office of Consumer Protection; assists the Division Director in the policies and operations regarding the local Consumer Affairs offices; does related work as required.

Examples of work

  • Plans, organizes and directs the activities of the Office of Consumer Protection which are designed to provide effective services to enforce the N.J. "Consumer Protection" laws and regulations; provides assistance and information to consumers who experience difficulties in the market-place; provides educational instruction to the public when requested.
  • Analyzes the office's operational procedures to determine their effectiveness; develops improved and/or alternative methods of rendering the required services, enforcement and protection to N.J. citizens.
  • Is responsible for the development of qualitative and quantitative caseload operating standards in order to assist the division in reaching short and long term goals and objections.
  • Supervises the preparation of investigative cases for possible legal action.
  • Directly supervises the Newark Office.
  • Plans, organizes and assigns the work of the organizational unit and evaluate employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
  • Gives appropriate assignments and instructions to the professional and clerical staff and supervises the performance of their work.
  • Prepares budgetary estimates of personal and non-personal resources required; analyses staffing and equipment to meet the needs of complaint processing.
  • Responsible for training and certifying local government Consumer Protection Office staff; authorizes issuances of subpoena.
  • Reviews and/or recommends legislation and/or regulations concerned with office operation; studies the impact legislation and/or regulations may have on operations; makes appropriate recommendations thereon.
  • Speaks before various community, civic or professional groups having interest in or need for information or services available from the office.
  • Prepares meaningful progress reports and other reports containing findings, analyses, conclusions and recommendations.
  • Prepares extensive correspondence used in the course of the office's official duties.
  • Establishes and maintains essential records and files.
  • May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college with a Bachelor's degree.

Experience

Five (5) years of experience in a public or private agency dealing with varied types of persons and/or as an owner-operator, officer, or manager of a business enterprise involving dealing with the general public, governmental agencies or other business enterprises, four (4) years of which shall have involved supervisory responsibility.

License

Appointees will be required to possess a driver's license valid in New Jersey.

Knowledge, skills and abilities

  • Knowledge of the provisions of New Jersey "Funds in Sales or Advertisements of Merchandise" laws and the regulations of the Division of Consumer Affairs established thereunder after a period of training.
  • Knowledge of the principles and methods of administration and of applicable management control in the field of public affairs with particular emphasis on organization, control, reporting, and evaluation methods and techniques.
  • Knowledge of the history and development of consumer legislation after a period of training.
  • Ability to interpret and apply the federal and state statutes and regulations which govern or are closely related to consumer affairs programs.
  • Ability to provide direction and leadership to the development and maintenance of statewide consumer protection programs and services.
  • Ability to give suitable assignments and instructions to office professional, supervisory, investigative and clerical employees and supervise the performance of their work.
  • Ability to prepare extensive correspondence.
  • Ability to establish and maintain harmonious working relationships with superiors, subordinates and members of other public and private agencies as well as the general public.
  • Ability to prepare and direct the preparation of clear, sound, accurate and informative, statistical, financial records and files.
  • Ability to organize and establish work methods to handle and process consumer complaints.
  • Ability to direct and oversee effective work methods for investigators in the investigation and disposition of consumer complaints.
  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
