Definition
Under the direction of the Chief, Fire Safety in the Bureau of Fire Code Enforcement, Division of Fire Safety, Department of Community Affairs, supervises the inspection staff and work activities involved in the enforcement of the New Jersey Uniform Fire Safety Act, Code and Regulations; prepares and signs official performance evaluations for subordinate staff; does related work as required.
Examples of work
- Supervises the work of the inspection staff to ensure that the provisions of the New Jersey Uniform Fire Safety Act, Code and Regulations, which establishes a minimum level of standards of fire protection to ensure the life safety of the residents of New Jersey, are enforced.
- Develops and supervises the implementation of administrative and operational procedures for the systematic inspection and re-inspection of high-rise building and life hazard uses required under the New Jersey Uniform Fire Safety Act, Code and Regulations.
- Develops and supervises the implementation of procedures for special inspection requirement resulting from hearing requests or exception requests that have been referred from the Code Administration of Compliance section.
- Ensures permit applications have been issued for uses where permits are required in accordance with the New Jersey Uniform Fire Safety Act, Code and Regulations.
- Reviews and approves requests for variance from the Fire Code.
- Develops and supervises the implementation of procedures to respond to complaints received from owners, tenants, or the general public concerning alleged fire safety code violations.
- Develops and supervises the implementation of operations procedures and performance standards for the conduct of performance audits of inspections to ensure accurate and consistent application of the regulations.
- Coordinates the work of the Bureau in performing special inspection to verify the existence of imminent hazardous conditions which may require the evacuation/closing of buildings, structures or premises in order to allow abatement of violations and protect the safety of occupants.
- Authorizes surveys, including review of tax records, door-to-door canvassing and other techniques in municipalities under State jurisdiction to identify the existence of unregistered high rise and life hazard use buildings, structures and premises.
- Evaluates on an ongoing basis, all code enforcement administrative and operational policies and procedures in order to identify deficiencies and/or initiate improved methods of operation.
- Monitors the volume of inspection activity to determine the optimum utilization of staff.
- Assigns inspectors to provide information and technical assistance on violations and abatement of violations to owners of high rise and life hazard use buildings, structure and premises where requested.
- Keeps current on the new developments in the area of technical equipment required for the performance of inspections.
- Reviews imminent hazard situations identified by the inspection staff and if appropriate, recommends issuance of Order to Vacate.
- Supervises the service of process to ensure that such services meet all legal requirements.
- Maintains close liaison with the Bureau of Rooming and Boarding Home Standards, Housing Inspection and Construction Code Enforcement.
- Testifies at court proceedings or administrative hearings on matters concerning violations, inspections, inspection procedures, etc.
- Supervises the preparation of clear, accurate and informative statistical, financial and other reports of the program unit containing finding, conclusions and recommendations.
- Reviews and/or supervises the review of regulations to recommend changes, additions or deletions.
- Supervises the work operations and has responsibility for recommending the hiring, firing, promoting, demoting, and/or disciplining of unit personnel.
- Prepares and/or supervises the preparation of extensive correspondence in the performance of official duties.
- Supervises the establishment and maintenance of essential records and files.

- Will be required to learn to utilize types of electronic and/or manual recording and information systems used by the agency, office or related units.
Experience
Seven (7) years of experience in a skilled trade or a profession associated with the fire services or fire protection industry, such as fire inspector, fire protection system installations, fire protection sub-code official, or fire prevention official. A minimum of four (4) years of the required experience shall have included responsibility for the interpretation and application of legal regulations pertaining to fire safety, housing or building construction. Two (2) years of the required experience shall include supervisory experience.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of supervision and management techniques needed to effectively manage a large staff and field personnel.
- Knowledge of principles and practices of fire safety and protection systems, including limitations, types, operation, maintenance and installation.
- Knowledge of basic fire protection requirements for residential, commercial, institutional and recreational buildings, structures and facilities.
- Knowledge of the proper methods for handling and storing hazardous materials.
- Knowledge of means of egress requirements including exit access, exit discharge and exit signs.
- Knowledge of the operation and maintenance of smoke detectors and the types of smoke detectors and alarms available.
- Knowledge of the procedures used to inspect and evaluate buildings and structures for fire hazards and fire safety.
- Knowledge of the provisions of the New Jersey Uniform Fire Safety Act, Code and Regulations.
- Knowledge of the methods used to conduct inspections and preparing inspection reports.
- Knowledge of the administrative and operational procedures used to ensure the timely inspection and re-inspection of life hazard uses and high-rise buildings required by the New Jersey Uniform Fire Safety Act, Code and Regulations.
- Knowledge of requirements for entry and inspection.
- Knowledge of zoning requirements and terminology.
- Knowledge of basic plumbing, electrical and heating systems and related terminology.
- Ability to conduct inspections to determine hazardous conditions.
- Ability to identify and report existing and potential fire safety hazards.
- Ability to comprehend, analyze and interpret basic laws, standards and policies and apply them to specific situations.
- Ability to supervise assigned staff and plan, organize, and implement projects within the unit.
- Ability to establish cooperative working relationships with tenants, owners, municipal officials and others interested in or concerned with the enforcement of laws relating to fire safety.
- Ability to explain existing and potential fire safety hazards to owners, tenants and others.
- Ability to identify and determine the type, quality and grade of fire protection materials and methods and determine whether they conform to the standards established by the New Jersey Fire Code regulations.
- Ability to estimate the time required to abate violations and establish deadlines by which owners must complete the abatement of violations.
- Ability to provide assignments and instructions to staff and supervise their performance.
- Ability to act as a witness in hearings and at court proceedings and provide testimony under oath.
- Ability to prepare clear, technically sound, accurate and informative reports containing findings, conclusions and recommendations.

- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Applicants who possess the next level of certification as a Fire Official, are considered to have met the above certification requirement.
CERTIFICATION
Applicants must possess a valid Fire Inspector certification issued by the Division of Fire Safety, Department of Community Affairs, to engage in the enforcement of the New Jersey Uniform Fire Safety Act, Code and Regulations.
