Definition

Under direction of the Police Lieutenant or other supervisory official during an assigned tour of duty, has charge of police activities intended to provide assistance and protection for persons, safeguard property, assure observance of the laws, and apprehend lawbreakers within a State college/university campus; directly supervises Campus Police Officers, Security Officers, and Guards, and participates in foot and vehicle patrol, security and surveillance for an entire college/university campus or a portion thereof; does related work as required.

Examples of work

  • Supervises and provides foot and vehicular patrol to detect security problems, safety hazards, law violators and to provide surveillance for an entire college campus or portion thereof.
  • Supervises Campus Police Officers, Security Officers, and Guards in the measures necessary to safeguard the lives and property of all members of the College/university community and visitors to the campus.
  • Enforces State laws, as well as the rules and regulations of the State college/university.
  • When necessary, apprehends, warns, and/or takes into custody violators of the law.
  • Assists in the training and development of subordinate officers; ensures attendance at mandatory training and that current certifications are maintained.
  • Supervises and takes appropriate steps to respond to crime, disaster, medical or disturbance scene and secure as necessary.
  • Supervises and takes the lead in the investigation of criminal, civil, and motor vehicle complaints committed by or against the college/university community, and observes established regulations and policy in such work.
  • Coordinates initial incident/crime scene response effort with appropriate county or state agencies when required by law or County/State policy.
  • Supervises preservation of evidence/contraband by tagging, marking, and/or sealing for safekeeping and, if necessary, transport evidence to court to assist with judicial proceedings.
  • Supervises the enforcement and interpretation of traffic and parking regulations on campus and the provision of assistance to municipal, county, and State Police in traffic control as required.
  • Oversees the provision of assistance to persons on campus including the dissemination of information regarding campus locations, special events, campus regulations, provisions of the law and other matters.
  • Supervises the regulation and control of pedestrian and vehicular traffic when necessary, to assure safety, reasonable rapid movement of traffic, and a minimum of interference.
  • Facilitates the movement of people and activities.
  • Supervises, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
  • Promotes and preserves civil order.
  • Assist officers on major calls or complex situations where direction or assistance is required.
  • Schedules and ensures adequate police coverage for special event or details; participates in coverage when required.
  • Assists the Lieutenant in conducting investigations on complaints filed by the public.
  • Transports persons needing assistance during emergency and/or official business.
  • Conducts preliminary investigations of crime and forward results to appropriate units.
  • Executes official documents (e.g. warrants, subpoena) as required.
  • Supervises and conducts searches of persons, premises, automobiles or property with probable cause.
  • May supervise or assists in the processing of juvenile arrests.
  • Supervises communications between Campus Police Officers and the dispatch center by operating portable radio or patrol vehicle radio communication tools while listening/responding to all radio transmissions in order to facilitate patrol activities and ensure proper radio protocols are followed.
  • Communicate to dispatcher/control center all crimes/disturbances in progress. Identify to dispatcher location and select a location to stop a violator that ensures safety to officer, public and violator.
  • Conducts and supervises investigations of complaints involving misconduct, suspicious behavior, illegal activities, improper conditions, and other matters within the field of police operations.
  • Attends line-up/roll call for briefings of criminal activity, training and may conduct roll call in the absence of the Lieutenant.
  • Based upon department policy, supervises the checking of gates, doors, gratings, and entrances to ensure that they are securely fastened when they should be and, if they are not, investigates and takes necessary action to have them secured, and notifies interested persons and Police Headquarters of corrective action taken, and uncorrected conditions which should be corrected.
  • Inspects patrol vehicle for weapons and contraband before and after prisoner transport and before starting shift.
  • Gather information from accident parties and witnesses to determine the facts of the accident and to complete an accident report.
  • When assigned to the Campus Police Headquarters, receives complaints, takes proper action by notifying Campus Police Officers by radio, and helps maintain accurate records.
  • Prepares clear, accurate, and informative reports of significant activities and conditions.
  • Summarizes in writing the statements of witnesses and complaints and forward reports to investigators when further investigation is necessary.
  • Establish and maintain field contacts and intelligence sources.
  • Adheres to all relevant Attorney General Law Enforcement Directives and Guidelines.
  • Operates body worn cameras when appropriate.
  • Ensures adherence to policies and procedures concerning school security and safety.
  • May perform active shooter training for students, faculty and staff; coordinates emergency response.
  • Ensures adherence to procedures and protocols for sexual assault response and referrals.
  • Ensures adherence to policies and protocols pertaining to building trust with diverse local communities.
  • Provides testimony under oath in court.
  • Maintains and supervises essential records and files.
  • Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from high school or vocational school or possession of an approved high school equivalency certificate.

Experience

Three (3) years of law enforcement experience involving the provision of public assistance, protection, information and in the safeguarding of property.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of Campus Police Department Rules and Regulations, and Department Policy.
  • Knowledge of the criminal justice system.
  • Knowledge of legal requirements governing arrests, search, seizure and evidence.
  • Knowledge of the legal rights, responsibilities and liabilities of college/university employees, students, and campus visitors as well as the legal rights of the apprehended and their families.
  • Knowledge of the proper police procedures to be used in dealing with people, and safe guarding buildings and property.
  • Knowledge of campus locations, including doors, switches, heating plants, elevators, and fire and safety equipment as well as department locations and the time and place of regular and special events after a period of training.
  • Knowledge of the methods used to maintain order in the buildings and on a campus ground and areas, among visitors, and in controlling and regulating vehicular traffic to assure safety, a reasonable rapid movement to traffic, and a minimum of interference.

<b>SPECIAL QUALIFICATIONS:</b>

Appointees must have successfully completed the police training course administered by the Police Training Commission. This training includes successful attainment at a level of proficiency in the use of firearms.

Candidates certified from the eligible list for this title may be required to undergo a medical examination administered by the appointing authority.

Appointees to this position must successfully qualify semi-annually in the use of firearms.
