Definition
Under the general direction of a supervisory official, Department of Corrections, has responsibility for the daily operation of the Interstate Fugitive Unit, the supervision of Senior Interstate Escort Officers, and coordination of all interstate transportation for the Department of Corrections; does related work as required. Examples of work
Supervises the work operations of unit employees to ensure adherence to various interstate compacts and agreements regulating the interstate movement of department clients across states. Exercises all powers and rights of enforcement to function as a law enforcement officer for the detection, apprehension, arrest, custody and prosecution of offenders against the law. Coordinates, schedules, and assigns staff to interstate trips in accordance with bureau and department policies and procedures. Reviews and analyzes case records of clients to determine the mode of transportation and the custody needed to provide safe transportation; anticipates services needed by the client while in transport. Carries a firearm and other restraint/defense equipment while performing duties or off-duty; is responsible for care, use, and security of firearm and equipment. Coordinates and plans trip arrangements with institutional personnel for the transportation of escapees. Coordinates interstate transportation with out-of-state Corrections Compact Administrators to effect the transfer of inmates between state lines for cooperative custody. Coordinates interstate transportation with the Deputy Director, Adult Institutions, to ensure proper custody placement upon client's return to a New Jersey institution. Negotiates with out-of-state enforcement agencies and prosecutors' offices to establish an amenable date of custody in accordance with court stipulated control dates. Monitors the status and location of clients in New Jersey for trial from out-of-state institutions, and ensures that dispositions are received in accordance with administrative policy under the agreement on detainee's. Supervises the time calculation of all New Jersey inmates serving concurrent sentences out-of-state to establish accurate parole eligibility dates and maximum dates. Oversees expenditures, receipts, and administration of the travel account. Oversees assignment of the automobiles and security equipment for unit staff. Ensures timely receipt of Governor's extradition warrants through follow-up with the New Jersey case unit, the Attorney General's office, state Governors' counsels, and out-of-state prosecutors' offices. Assigns officers to institutional duties. Coordinates and plans transportation arrangements with state police from New Jersey and other states, New Jersey institutional staff, and agency heads on high-risk clients, requiring special transportation arrangements. Oversees the compilation of legal and other documentation required for interstate transportation. Schedules training for current employees in the area of custody, firearms, first aid, hand-to-hand combat, and the maintenance and proper use of security equipment. Prepares accurate reports of transportation, custody assignment, bureau accounts, and workload statistics, analyzes it to determine need for procedural changes. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from a high school or vocational high school or possession of a high school diploma.
Experience
Four (4) years of experience in transporting and arranging for the interstate transport of persons deprived of their liberty. SPECIAL REQUIREMENT: Appointees to this position shall be required to qualify in the use of firearms on an annual basis.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the problems encountered in the care, custody and transportation of persons who are deprived of their liberty. Knowledge of the techniques used to ensure safety during the transport of offenders. Knowledge of the care, use and security of firearms and other restrain/defense equipment. Knowledge of the procedures involved in extradition, in various waivers of extradition, and in the fugitive process under the compact. Ability to read, interpret and apply State and federal laws, rules and regulations regarding the interstate transportation, and custody of offenders. Ability to read, interpret and apply State and federal laws, rules and regulations regarding the criminal justice system. Ability to calculate parole eligibility dates and maximum dates on sentences passed on the State of New Jersey. Ability to review and analyze case records to determine the appropriate mode of transportation and custody needs of the offender. Ability to prepare, coordinate and organize the necessary documentation and other arrangements for the appropriate and secure transportation of offenders. Ability to be proficient in the care, use and security of firearms and other restraint/defense equipment. Ability to function as a peace officer for the detection, arrest and conviction of offenders. Ability to prepare correspondence and reports. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
