Examples of work

• Provides guidance, training, advice and assistance to county and municipal weights and measures officials; assigns Weights and Measures Inspectors to specific county and municipal areas; ensures that local weights and measures officials are trained in weights and measures licensing procedures; and as may be required, provides active direct assistance to county and municipal superintendents handling the more complex licensing and metrology problems.
• Supervises the planning of work schedules for the Weights and Measures Inspectors and reviews reports submitted by the licensing and metrology staff; plans the work program of the licensing and metrology staff inspectors, plans the calibration of and verification of standards.
• Reviews all applications for licenses, including appointment of weighmasters, second hand equipment dealers, repairmen, solid fuel dealers, mine owners and operators to determine whether the applicants are qualified for such licensure.
• Initiates investigations in connection with licensure and, as required, personally makes such investigations.
• Prepares recommendations for action of applications for licenses for the State Superintendent; upon approval of applications by the State Superintendent, initiates the preparation of the proper license forms.
• Supervises the work of the county and municipal weights and measures officers who act as the representative of the State Superintendent in issuing certain types of licenses and sees that adequate and proper records of licenses and the receipt of fees are maintained.
• When complaints are received concerning licensees, makes or initiates investigations as required, schedules hearings and assists the State Superintendent in the conduct of hearings.
• Takes the necessary follow-up measures in cases of suspension or revocation of licenses in order to assure the physical return of the licenses concerned; when the period of suspension is completed, initiates the restoration of such licenses.
• Supervises the current maintenance of rosters and records of licensees and the maintenance of such rosters and files by county and local weights and measures officers where required.
• Supervises the annual or other periodic renewal of licenses and is responsible for the accounting of fees and license forms and for the refunding of revenues to the appropriate county and municipal weights and measures offices.
• Supervises in the testing of automated electronic weighing and measuring systems which may include intra-State and inter-State billing systems at either wholesale or retail.
• Coordinates and/or supervises the comparison of and verifies secondary standards with the Primary State Standards of Weights and Measures. Also, the comparison and calibration of standards used by industry and other law enforcement agencies to maintain legal traceability with federal standards,
• Makes public appearances, instructs specialized groups and enforcement officers in other agencies on matters pertaining to weights and measures problems to disseminate appropriate information,
• Directs the preparation of reports containing findings, conclusions and recommendations; reviews, evaluates and analyzes complex field and investigative reports and makes recommendations on findings as a source of information by management and the weights and measures staff to increase the units effectiveness in meeting statutory mandates (requirements).
• Supervises in the prototype technical evaluations of new devices to conform with statutory requirements.
• Reports to the State Superintendent and the Deputy State Superintendent on the progress of the enforcement programs,
• Prepares clear, sound, accurate and informative reports on weights and measures matters, containing findings, conclusions and recommendations.
• <b>REQUIREMENTS
• EDUCATION/EXPERIENCE</b>
• Six years experience in weights and measures inspection, investigation and licensing evaluation; two years of which shall have included supervisory experience.
• Thirty semester hours of college credits in the fields of engineering, physics, electronics, mathematics or statistical methods may be substituted for the required non-supervisory experience on a year for year basis up to three years

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Thorough knowledge of sampling techniques and the necessary mathematics involved. to include calibration; laboratory procedures, physical and statistical quality control methods and a thorough knowledge of environmental vapor recovery systems.
• Thorough knowledge of handbooks pertaining to specifications and tolerances, examination procedure outlines, laboratory and calibration procedures, engineering handbooks, ASTM standards and NBS/API petroleum tables.
• Ability to acquire a thorough knowledge of the laws of New Jersey and the rules and regulations of the State Office of Weights and Measures established thereunder as they pertain to enforcement.
• Considerable ability to organize the weights and measures enforcement work and develop methods including the ability to train and provide assistance to county and municipal weights and measures officials, on matters concerning New Jersey Weights and Measures statutes and regulations.
• Ability to convey facts and opinions orally and in writing in a logical, precise manner to heads of various state agencies.
• Ability to establish and maintain cooperative work relations with Federal, State, County and Municipal Law Enforcement Agencies and officers in matters of mutual interest.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
