Examples of work

• Provides guidance, training, advice and assistance to county and municipal weights and measures officials; assigns Weights and Measures Inspectors to specific county and municipal areas; insures that local weights and measures officials are trained in approved weights and measures testing and enforcement procedures; and as may be required, provides active direct assistance to county and municipal superintendents handling the more complex enforcement problems.
• Supervises the planning of work schedules for the Weights and Measures Inspectors and review reports submitted by the field staff; plans the work program of the Technical Service personnel operating specialized testing equipment used for testing equipment used for testing and inspecting heavy duty scales, volumetric measuring devices, retail devices, apothecaries weights and measures, etc.; plans the calibration of and verification of standards; supervises the stopping of vehicles or other mode of conveyance in transit, for the purposes of reweighs and re- measurements of commodities.
• Schedules personnel to test, inspect, calibrate or verify heavy duty weighing devices, large capacity measuring devices and complex systems to assure compliance to requirements.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Supervises the testing of automated electronic weighing and measuring systems, which may include intra-State and inter-State billing systems, at either wholesale or retail.
• Coordinates and/or supervises the comparison of and verifies secondary standards with the Primary State Standards of weights and measures. Also, the comparison and calibration of standards used by industry and other law enforcement agencies to maintain legal traceability with federal standards.
• Responsible for the control procedures for the receipt, identification, cataloging and preservation of all evidence obtained by weights and measures personnel to assure the chain of custody (accountability) and to transfer evidence to authorized personnel or authorities to develop effective prosecutions.
• Supervises the compiling of evidence of weights and measures violations and prosecutes routine weights and measures violations in court, or appears in court as an expert witness or technical witness in the prosecution thereof, and as an expert witness in the verification of devices used by other enforcement agencies, in the enforcement of their respective statutes.
• Makes public appearances, instructs specialized groups and enforcement officers in other agencies on matters pertaining to weights and measures problems to disseminate appropriate information.
• Directs the preparation of reports containing findings, conclusions and recommendations; reviews, evaluates and analyzes complex field and investigative reports and makes recommendations on findings as a source of information by management and the weights and measures staff to increase the units effectiveness in meeting statutory mandates (requirements).
• Interprets provisions of statutes, rules and technical requirements pertaining to weights and measures to interested parties to assure understanding and to promote voluntary compliance.
• Supervises in the prototype technical evaluation of new devices to conform to statutory requirements.
• Reports to the State Superintendent and the Deputy State Superintendent on the progress of the enforcement programs.
• Prepares clear, sound, accurate and informative reports on weights and measures matters, containing findings, conclusions and recommendations.
• <b>REQUIREMENTS
• Education/Experience</b>
• Six years of experience in weights and measures inspection, Investigative enforcement, two years of which shall have included supervisory experience.
• Thirty semester hours of college level study in the fields of engineering, physics, electronics, mathematics or statistical methods may be substituted for the required non-supervisory experience on a year for year basis, up to and including the first three years.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Ability to acquire a thorough knowledge of the laws of New Jersey and the rules and regulations of the State Office of Weights and Measures established thereunder as they pertain to enforcement.
• Thorough knowledge of weights and measures enforcement work.
• Thorough knowledge of specifications and tolerances, examination procedure, laboratory and calibration procedures, applicable engineering techniques, ASTM standards and NBS/API petroleum tables.
• Thorough knowledge of conditions which may indicate fraudulent weights and measures practices and of the methods used to discover and eliminate such practices and maintain mandatory standards and tolerances.
• Thorough knowledge of and the ability to use and also instruct others in proper sampling techniques and the necessary mathematics involved to include calibration, laboratory procedures, physical and statistical quality control methods and a thorough knowledge of environmental vapor recovery systems.
• Ability to convey facts and opinions orally or in writing in a logical, precise, concise manner to heads of various State agencies.
• Ability to establish and maintain cooperative work relations with Federal, State, County and Municipal Law Enforcement Agencies and officers in matters of mutual interest.
• Ability to acquire thorough knowledge of the conduct of special and undercover investigations, surveys and studies to provide assistance to county and municipal officials when difficult or complex enforcement problems arise.
• Ability to analyze problems which may result from the use of complex weight and measuring devices.
• Ability to assist the Deputy State Superintendent in the preparation and presentation of suitable training courses in order to increase the productivity and effectiveness of State, County and Municipal Weights and Measures Officers, and to keep abreast of new administrative/criminal court decisions affecting weights and measures.
• Ability to organize weights and measures enforcement work and develop work methods including the ability to train and provide assistance to county and municipal weights and measures officials, on matters concerning New Jersey Weights and Measures statutes and regulations.
• Ability to participate in special and undercover investigations, surveys and studies and to provide assistance to county and municipal officials when difficult or complex enforcement problems arise.
• Ability to draft official correspondence.
• Ability to assist in preparing and/or revising weights and measures regulations as may be required.
• Ability to prepare written reports of law enforcement matters.
