Definition
Under the direction of a supervisory official, supervises state-wide activities and staff involved in the operation of movable bridges; does related work as required.
Examples of work
- Serves as liaison between the Department of Transportation and United States Coast Guard Bridge Administration; submits requests for temporary deviations from the operation schedule; investigates and responds to all USCG complaints within the required time.
- Organizes assigned supervisory work, analyzes bridge operation and related problems, and develops appropriate work procedures.
- Establishes realistic work and relief schedules for the bridge personnel to ensure complete coverage of each position on a 24-hour per day basis, year-round.
- Reviews and checks reports pertaining to bridge operations and takes the necessary corrective actions when indicated.
- Investigates accidents which occur on bridges and bridge approaches and prepares detailed reports thereon.
- Investigates reports of delay to water craft by reason of bridge operations or of accidents and damage to such craft by reason of such operation and prepares reports thereon.
- Visits moveable bridges throughout the State.
- Prepares requests to management for permanent rule changes.
- May initiate recommendations for disciplinary actions when required.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
- Supervises the requisitioning and distribution of all supplies.
- Prepares factual reports.
- Supervises the maintenance of the essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Four (4) years of supervisory experience in work involving bridge operations on a highway system.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the operation and maintenance of drawbridge equipment and machinery.
- Knowledge of the regulation of highway and water traffic to avoid delays and prevent accidents.
- Knowledge of the problems which arise in devising realistic work schedules for a 24-hour day, every day in the year.
- Knowledge of the methods used to test and inspect drawbridges and drawbridge equipment for wear, service, safety, and performance.
- Knowledge of Title 33 of the Code of Federal Regulations applicable to the operation of movable bridges over navigable waterways after a period of training.
- Knowledge of supervisory techniques.
- Ability to organize assigned supervisory work, analyze bridge operation problems, and develop suitable procedures.
- Ability to give appropriate assignments and instructions to bridge personnel and supervise the performance of their work.
- Ability to supervise designated personnel transactions as may be required and prepare records thereof.
- Ability to receive and report on complaints, accidents, power failures, traffic delays, and other occurrences pertaining to drawbridges.
- Ability to understand and interpret the problems involved in the proper regulation of highway and river traffic.
- Ability to prepare, check, and review work assignments, work progress, completed work, and repairs.
- Ability to work harmoniously with associates, superior officers, bridge employees, members of the public, and other parties associated with the work of the organization.

- Ability to prepare reports of the bridge and the bridge operation program containing findings, conclusions, and recommendations.
- Ability to supervise the maintenance of the essential records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
