Definition
Under the direction of the Supervisor of Bridge Operation, or other higher level supervisor in the Department of Transportation, is responsible for supervising employees engaged in the operation and administration of movable bridges within an assigned geographical area; performs related work as required.
Examples of work
- Visits movable bridges within an assigned geographical area to ensure the adequacy and efficiency of bridge operations, and makes recommendations to improve the operation of the bridges.
- Supervises the training of new employees and certifies their ability to correctly operate movable bridges; ensures that all trainees are crosstrained on all bridges within their geographical area.
- Recommends work schedules for bridge operating personnel to ensure complete staffing coverage to comply with federal regulations.
- Oversees the operation of automatic, semiautomatic, and manual equipment to open and seat movable span drawbridges in accordance with title 33 of the Code of Federal Regulations and the department rules and regulations governing the opening and closing of drawbridges.
- Investigates accidents occurring on bridges and approaches, and prepares reports containing findings and conclusions.
- Supervises the work operations and/or functional programs and has responsibility for employee evaluation and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
- Oversees the distribution of materials and supplies needed for the operation of movable bridges.
- Maintains and supervises the maintenance of essential records and files.
- Is available for emergency situations, day or night, as required.
- May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Three (3) years of supervisory experience in work involving bridge operations on a highway system.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of the operation and maintenance of drawbridge equipment and machinery.
- Knowledge of the regulation of highway and water traffic to avoid delays and prevent accidents.
- Knowledge of the problems which arise in planning realistic work schedules for a 24-hour day, every day in the year.
- Knowledge of the methods used to test and inspect drawbridges and drawbridge equipment for wear, service, safety, and performance.
- Knowledge of Title 33 of the Code of Federal Regulations applicable to the operation of movable bridges over navigable waterways after a period of training.
- Ability to receive and report on complaints, accidents, power failures, traffic delays, and other occurrences pertaining to the drawbridge.
- Ability to communicate in a clear, concise, and professional manner while meeting with officials of federal, state, or local governments and to disseminate accurate information as required.
- Ability to assign and instruct employees, effectively preparing and/or overseeing their performance appraisal.
- Ability to organize drawbridge operations, maintenance, and repair work.
- Ability to prepare reports and supervise the maintenance of essential records and files.
- Ability to respond to emergency situations as required.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
