SUPERVISING INSTITUTIONAL TRADE INSTRUCTOR

Definition

Under the direction of a supervisory official within the Department of Corrections, assigns, instructs and supervises subordinate Institutional Trade Instructors and other staff members and inmates engaged in work activities of a vocational/industrial on the job training program, unique and distinguished in any of the following areas of General Maintenance, Carpentry, Landscaping, Warehousing, Haircutting, Farm Operations, Laundry, Printing, Electronics, Welding, Automotive Services, Cooking, Baking, Food Processing, Sewing Machine repair, Wood Working, Clothing, Metal, and/or Industrial; does other related work as required.

Examples of work

• Establish and maintain cooperative working relationships with subordinate Institutional Trade Instructors, other staff members and inmates involved in the work of the vocational/industrial program to create a productive and safe environment.
• Supervises and directs the production, planning, and quality initiatives.
• Organizes work and develops appropriate work methods.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, and/or disciplining of employees.
• Assigns, instructs, and supervises Institutional Trade Instructors and other employees and inmates assigned to the vocational/industrial on the job training program in the areas of inmate work and skill development.
• Conducts performance assessment reviews on assigned staff.
• Supervises and trains in the tasks associated with on the job training programs or vocational programs.
• Provides supervision and instructions in the proper use, care, maintenance and minor adjustment of the equipment, materials and supplies.
• Evaluates employee performance and conduct.
• Ensures that work or production schedules are adhered to and maintained.
• Prepares inmate and/or general work progress reports as directed by management.
• Calculates cost and assigned cost and quality assurance programs.
• Supervises the preparation of the requisitions for ordering materials and equipment.
• Supervises the measures required to ensure the care, custody, training and safety of inmates in accordance with the rules and regulation of the institution.
• Promote the safety of civilians and inmates by instructing them in safety practices.
• Supervises the accident prevention measures and programs and the elimination of hazards; enforces safety rules and regulations.
• Prepares and maintains cost, quality, time and progress reports and records.
• Attends all staff meetings and in-service training programs.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Experience

Four (4) years of experience as an instructor in any one or combination of the trade fields (see below), one (1) year of which shall have included supervisory responsibility and/or training responsibility as a lead worker.

Four (4) years of journey level experience in any one or combination of trade fields (see below), one (1) year of which shall have included supervisory responsibility and/or training responsibility as a lead worker.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle rather than employee mobility is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the problems involved in overseeing and instructing inmates.
• Knowledge of the problems encountered and their potential solutions in using inmate labor with the primary purpose of providing meaningful on-the-job industrial/vocational training in a production environment.
• Technical knowledge of a subject area from the fields listed above.
• Knowledge of the machines, equipment, tools and raw materials and their properties used in the manufacture of commodities/goods assigned to the particular industrial/vocational training program.
• Knowledge of supervisory methods and techniques.
• Ability to identify the resources needed by the production/service environment assigned.
• Ability to analyze problems and draw conclusions.
• Ability to acquire technical knowledge of the assigned vocational/industrial programs.
• Ability to take approved measures required to ensure proper industrial/vocational training, care, custody, and safety of assigned inmates.
• Ability to coordinate production planning activities, develop realistic production schedules and to see that deadlines are met.
• Ability to give appropriate assignments and instructions to the Institutional Trade Instructors, other staff and the inmates assigned to the industrial/vocational work program and supervise the performance of their work.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Ability to supervise the maintenance and repair of the industrial/vocational program equipment.
• Ability to establish and supervise accurate records of time, material used, costs, inmate progress and production.
• Ability to supervise the established measures required to ensure the care, custody, training and safety of inmates assigned to the industrial/vocational training program.
• Ability to supervise the preparation of accurate and informative reports of the industrial/vocation training program containing findings, conclusions and recommendations.
• Ability to maintain essential records and files.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
