Definition

Under the general supervision of a Superintendent or other supervisory officer within the Division of Fish and Wildlife, Department of Environmental Protection coordinates and supervises the work activities of workers in a wildlife management area game farm and/or fish hatchery operation; and has responsibility for the daily and seasonal operational and maintenance activities of an assigned area. Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does related work as required.

Examples of work

• Organizes assigned work for subordinates in various phases of wildlife management area game farm and/or fish hatcheries activities and develops effective work methods for the assigned regional land area; assists in other regions as required.
• Oversees public recreation activities in assigned areas; including hunting, fishing, trapping, bird watching, educational and scientific activities, motorcycling, dog trails and orientating.
• Ensures that farmers are in compliance with division policies prior to initiating farm lease agreements.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Selects and surveys acreage to be cultivated, crops to be planted and wooded plots to be harvested.
• Designates area for standing crops.
• Selects and distributes fish stock to various lake, rivers and streams based on demographics.
• Contacts new vendors interested in wood harvest contracts and initiates contract.
• Provides guidance and assistance to public and private officials in the selection of appropriate areas for their use.
• Supervises, trains and evaluates subordinate permanent and seasonal maintenance personnel assigned to the area, including correctional institutional personnel, community service workers, and youth workers and volunteers.
• Conducts yearly inspections of homes, apartments and easement property located in assigned wildlife management areas, games farm and/or fish hatcheries; ensures compliance with specifications of lease agreement(s).
• Refines acquired or donated property to its natural state.
• Cooperates with farmers, sportsmen's groups and individuals to implement habitat improvement practice and procedures.
• Organizes appropriate assignments and provides instructions to subordinate staff members.
• Supervises staff in the proper methods to store and use planting stock, seed, lime and fertilizer; plans and carries out seed bed preparation and the planting of wildlife food crops.
• Supervises staff in the operation of a state-of-the-art, hi-density and intensive recirculation fish rearing system.
• Supervises staff and assists in the work involved in the maintenance and construction of roads, dikes, water control devices, ponds, raceways and earthen structures.
• Supervises the operation, maintenance and repair of trucks, tractors, power saws, trailers, power boats, aquaculture equipment and other division equipment; inspects and determines need for major and minor repairs.
• Supervises the handling, transfer, distribution and liberation of game birds, fish stocking and other wildlife.
• Assists the Forest Fire Service in the control and suppression of forest fires on any property within the assigned area.
• Supervises and plans cooperative farming activities and wood harvest activities on wildlife management areas and conducts necessary inspections to ensure the work is being accomplished according to specification.
• Prepares cooperative farmer agreements and wood harvest contracts.
• Oversees controlled hunting and fishing programs.
• Attends various training and culture workshops as required.
• Supervises basic survey work to establish tract boundaries and wood harvest sites.
• May be required to function in the absence of the Superintendent.
• Prepares requisitions for necessary area supplies and equipment.
• Prepares correspondence.
• Maintains essential record and files.
• Will be required to learn and utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Experience

Four (4) years of experience in the field of wildlife or fisheries management involving the operational maintenance of wildlife management areas, public recreation areas or other large tracts of land, including the planting and harvesting of wildlife food and cover crops and the operation and maintenance of various types of equipment (trucks, tractors, chain saws, etc.).

License

Appointees will be required to possess a driver's license valid in New Jersey, only if the operation of a vehicle, rather than employee mobility is necessary to perform the essential functions of the position.

<b>COMMERCIAL DRIVER'S LICENSE:</b>

Appointees may be required to possess a valid Commercial Driver's License (CDL) only if the operation of a vehicle is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of equipment and methods used to maintain large areas including forest, field, wetlands and water areas, raceways, ponds, canals and dikes.
• Knowledge of standard agricultural and forestry principles and their application to seed bed preparation planting and reforestation.
• Knowledge of the proper operation and adjustment of equipment used in fish hatchery and/or habitat improvement and construction.
• Knowledge of census techniques as they apply to deer, fish and/or other animals.
• Knowledge of the use of approved fire methods for wildlife management habitat improvement.
• Knowledge of farm lease agreement preparation and guidelines for compliance.
• Ability to supervise assigned staff and plan, organize and implement projects within the unit.
• Ability to acquire knowledge of the assigned area and the state owned properties within this area.
• Ability to provide assignments and instruction to staff and groups and supervise the performance of their work.
• Ability to resolve the problems that arise in the maintenance and operation of large recreational areas.
• Ability to operate trucks, tractors, power saws, and other equipment and to ensure that the equipment is properly operated maintained and repaired.
• Ability to supervise a group engaged in the maintenance and development of large areas, in the renovation of existing structures, the construction of a new facility and in wildlife and/or fish habitat projects.
• Ability to accurately survey and mark boundaries for wood harvest sites.
• Ability to establish and maintain cooperative working relationships with those interested or involved in the work of the program.
• Ability to prepare reports and correspondence.
• Ability to maintain essential records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
