Definition

Under the direction of a supervisory official in the Department of Transportation, has charge of the building maintenance program and grounds maintenance program for the Department's facilities and/or rest areas including painting, masonry, carpentry, plumbing, electrical, plastering, steam fitting, building construction, grounds keeping/landscape, and housekeeping, supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does related work as required.

Examples of work

• Inspects buildings and grounds for needed repairs and upkeep and schedules work to be completed by subordinate personnel.
• Prepares cost estimate of needed repair work including staff, equipment, materials, supplies, and time required to complete such work; ensures needed repairs and upkeep of buildings and grounds are completed.
• Develops work programs for subordinate personnel assigned to the building maintenance program and grounds maintenance program and provides instruction and guidance to them; supervises the performance of their work.
• Plans for and effectively utilizes available funds, personnel, equipment, materials, and supplies to efficiently complete work relating to the building maintenance program and grounds maintenance program.
• As required, may provide instruction and supervision to an assigned group of inmates.
• Supervises the painting of wood, metal, brick, cement walls, floors, and ceilings of the interior and exterior of buildings; supervises the staining, varnishing, and refinishing of cabinets, desks, chairs, and other equipment and furnishings, and the painting and repainting of pipes, radiators, tin roofs, and other types of iron work.
• Supervises the repair and maintenance of walls, ceilings, interior and exterior brickwork, tile floors, drains, cement, and concrete floors, sidewalks, steps, foundations, and other types of masonry, plastering, and stone work.
• Supervises the repair and maintenance of buildings and of office furniture, screens, frames, windows, ceilings, partitions, floors, and other carpentry work.
• Supervises the cleaning and general housekeeping duties of buildings and/or grounds which may involve sweeping, mopping, scrubbing, polishing, etc.
• May be required, to perform work involving painting, staining, varnishing, refinishing of equipment and furnishings; work involving masonry, plastering, stone work, carpentry, grounds keeping/landscaping, building construction, plumbing, electrical and steam fitting, and housekeeping work.
• Supervises grounds keeping and landscaping work involving the seeding, fertilizing, weeding, pesticide application, mowing, planting, transplanting, trimming, and replacement of shrubs in landscaped areas; and the pruning, trimming, and removal of shrubs and trees.
• Supervises the installation, maintenance and inspection of electrical wiring, fixtures, appliances, motors, generators, transformers, switches, outlets, pumps, power circuits and other electrical wiring and controllers of machines and elevators in order to ascertain the nature of needed repairs and/or replacement.
• Supervises spraying for weed control and pesticide application.
• Makes and/or instructs subordinates in making minor repairs and adjustments to equipment used for mowing, pesticide applicators, and other equipment used for the grounds maintenance program.
• Inspects and trains subordinate employees in the inspection of trees for decay and overhanging limbs, disease, blight, and insects.
• Supervises building construction work.
• Obtains, stores, safeguards, records, distributes, and supervises the proper use of equipment, materials, and supplies.
• Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
• Supervises the repair and maintenance of water, drainage, waste, and gas line, defective closet bowls, wash basins and urinals; and malfunctioning radiators, and other types of plumbing and steam fitting fixtures, fittings, appliances, and machinery.
• Prepares factual reports.
• Establishes and maintains essential building maintenance and/or grounds maintenance records and files pertaining to personnel, equipment, materials, supplies, repairs made, work done, costs, and time spent.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Experience

Five (5) years of experience in work involving the repair and/or maintenance of buildings and/or grounds including the equipment used in building maintenance and/or grounds maintenance work; two (2) years of which shall have been in a lead worker capacity.

License

Appointees must possess a driver's license valid in New Jersey.

Appointees may be required to possess a Commercial Driver's License (CDL) with applicable endorsements for the class and type of vehicle being operated.

Knowledge, skills and abilities

• Knowledge of the problems, procedures, and methods used in inspecting buildings to determine the presence of actual and/or potential hazards, malfunctioning and broken fixtures, furnishings, and structures; in determining the nature and extent of work to be done, and in estimating the funds, staff, equipment, materials, supplies, and time required.
• Knowledge of the problems which arise in the planning of assignments for subordinate personnel assigned to perform building maintenance work and grounds maintenance work.
• Knowledge of the problems, procedures, equipment, materials, supplies, and tools used in the painting of wood, metal, brick, cement walls, and floors, ceilings, and the interior and exterior of buildings; in the staining, varnishing, and refinishing of cabinets, desks, chairs, and other types of equipment and furnishings, and in the painting of pipes, radiators, tin roofs, and other types of iron work.

The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicle they operate, rests with the Appointing Authority.

Appointees will be required to obtain and maintain a Registered Commercial Pesticide Applicator License issued by the Department of Environmental Protection, valid in New Jersey, within six (6) months of appointment. The inability of the employee to attain the license, if required, within six (6) months of appointment shall constitute grounds for removal from the Crew Supervisor, Building and Grounds title.
