Definition

Under the general supervision of a Crew Supervisor, Highway Operations or other supervisory officer in the Department of Transportation, takes the lead over a group of workers performing highway operations work. Functions as a lead worker over assigned highway operations crews; does related work as required.

Examples of work

• Takes the lead over a group of workers engaged in the maintenance of all types of roads and roadway appurtenances and ensures work is completed in accordance with all pertinent policies, procedures, and operations bulletins.
• Responds to all emergency situations required to protect the public, including setting barriers and/or warning devices and performing ice control and snow removal operations.
• Leads the work related to resurfacing and surface treatment of all types of roads.
• Takes the lead over the mowing operations and other landscaping functions and the clearing of rights of way and the cleaning of ditches and inlets and other drainage appurtenances.
• Assists the Crew Supervisor in binding the State on contracts for snow removal, which involves checking whether contractors are properly insured, and whether they are correctly performing their snow removal duties.
• Assists the Crew Supervisor in giving detailed accounts of methods by which they discharge their duties, including processes used, time involved, employees assigned, and more.
• Assists the Crew Supervisor in providing on-the-job instruction to crew members.
• May be required to confer with Deputy Attorneys General on civil litigation.
• May be required, to give depositions.
• In the absence of the Crew Supervisor, may be required to assume the duties of the Crew Supervisor.
• Assists Crew Supervisor in their work with complex blueprints.
• Will be required to perform any type of emergency work after normal work hours as the specific emergency dictates within the established rate code for the level and type of work performed.
• Takes the lead over the operations and maintenance of signage equipment and the repair, erection, and installation of highway signs.
• Takes the lead over the construction of sidewalks, curbs, inlets, manholes, headwalls, gutters, wing walls, and road repairs and other concrete repairs.
• May be required, to perform work involving the repair and maintenance of the New Jersey State transportation system including right of way and all ancillary highway structures which may involve the use of hand, machine, and power tools and performing tasks requiring the operation of power mowers; complex power equipment; and single-axle trucks.
• Assists in performing advertising permit surveys involving sign encroachments, which may require conferring directly with sign owners, to advise of regulations affecting advertising permits, and arranging with the County Assessor's Office to locate ownership records of various signs.
• Assists in contracting for rodent control, which requires ascertaining that the contractors are properly licensed.
• Takes the lead over the painting and repair of guard rails work.
• Assists in proposing, developing, and implementing energy-saving techniques.
• Takes temporary measures and contacts appropriate authorities when various environmental threats occur.
• Assists Crew Supervisor, as required, to perform inspection work on permits.
• Establishes and maintains highway operations records and files pertaining to highway operations programs.
• Takes the lead in mixing of the proper compounds and the patching of pavements and shoulders.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Experience

Four (4) years of experience in varied types of road construction and/or maintenance work, one (1) year which shall have been in a lead worker capacity.

License

Appointees must possess a valid Commercial Drivers License (CDL) and applicable endorsements for the class and type of vehicle being operated.

Knowledge, skills and abilities

• Knowledge of the equipment, materials, supplies, and procedures used in resurfacing and surface treatment; maintenance of concrete, asphalt, macadam, and gravel roads; construction of guard rails, drainage systems, storm drains, and in resurfacing all types of roads.
• Knowledge of the operations, procedures, equipment, materials, supplies, and procedures used in repairing main pavements, shoulders, bridge surfaces, and guard rails.
• Knowledge of the oiling of roads, opening of drains, removal of weeds, and the clearing of rights of way.
• Knowledge of maintaining accurate records.
• Ability to learn and follow guidelines concerning emergency measures to take when various threats to the environment occur in relation to highway operations.
• Ability to communicate with the general public, various government officials, and legal representatives regarding pertinent highway operations concerns.
• Ability to read and understand blueprints.
• Ability to oversee the repair, erection, and installation of highway signs.
• Ability to oversee concrete repairs.
• Ability to oversee mowing operations and other landscape functions.
• Ability to assign and instruct employees and provide input to the Crew Supervisor for the preparation of their performance appraisals.
• Ability to ensure that work is done in accordance with established procedures and with proper regard for the safety of the traveling public and employees.
• Ability to ensure that equipment, materials, and supplies are obtained, safeguarded, distributed, recorded, and properly used.
• Ability to prepare accurate and factual reports.
• Ability to maintain essential records, reports and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
