Definition
Under the direction of the Project Engineer Maintenance in a State Department or agency, has charge of the landscaping section of the department: does other related work. NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Examples of work
Recommends technical and consulting advice to the Supervising Engineer and District Supervisors on landscape engineering problems affecting the maintenance of roadsides and roadside improvement projects. Develops work programs and procedures for grass cutting of traffic circles, intersections, median strips, and roadside areas; planting and improvement of existing tree and plant growth areas, and the trimming, spraying, and removal of trees. Collaborates with the District Supervisors in emergency operations involved in clearing trees from Highway roadways after storms and other emergencies. Supervises work operations and functions programs and has responsibility for recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Supervises specified landscape construction and maintenance work along the State Highway system; prepares plans, specifications, cost and time estimates and estimates plant stock and other materials for landscape and replacement work. Inspects plants and planting operations completed by Highway landscape maintenance workers. Certifies the completion of specific construction planting and grass areas installation; recommends the acceptance of landscaping projects. Collaborates with the maintenance engineering and inspection section of permits and entrances in preparing and issuing of permits for trimming trees and other permits and problems affecting or involving Highway landscape work. Cooperates with the section of permits and entrances in securing more comprehensive roadside control by legislation, zoning, education, maintenance, and other methods. Prepares yearly estimates of costs for budget purposes. Prepares directives for the unit. Prepares public relations materials in connection with State Highway plantings and property. Supervises complaints received. Supervises the collection of materials for assembling exhibits, flower and garden displays and other arrangements involving landscape design. Prepares correspondence and reports. Supervises the establishment and maintenance of records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Requirements
E XPERIENCE: Five (5) years of supervisory experience in work involving the construction and maintenance of landscaped areas, traffic circles, intersections, and roadside areas.
License
Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of the principles and procedures of standard nurseries. Knowledge of planting material used for State Highway landscaping and advantages and disadvantages for specific uses, sites, and erosion control problems. Knowledge of principles and procedures of landscape construction and maintenance used in planting and maintenance of grass and shrub areas, tree planting, trimming and removal and the selection and use of mulches, fertilizers and sprays. Ability to organize supervisory and technical Highway landscape work on a statewide basis. Ability to provide assignments and instructions to staff and supervise their work performance. Ability to plan and supervise statewide programs of Highway landscape maintenance activities, including emergency operations. Ability to organize work plans and schedules for geographically scattered field force. Ability to handle complaints. Ability to prepare plans, designs, specifications, and cost estimates for landscape construction, improvement and maintenance along the New Jersey State Highway system with emphasis on erosion control. Ability to prepare correspondence. Ability to requisition, store, safeguard, distribute, and supervise the use of State Highway Department equipment, materials, and supplies. Ability to prepare reports. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
