REGIONAL OPERATIONS SUPERVISOR TRANSPORTATION

Definition

Under the direction of a supervisory official, supervises the highway operations' programs involving all the State transportation corridors in a multi-county area comprising a region, including such activities as: roadway and bridge maintenance; emergency and storm operations; institutional roadway and bridge maintenance; maintenance construction; landscape sign maintenance; and related multi-modal transportation highway operation activities; does related work as required.

Examples of work

• Plans, organizes, and schedules resources, and supervises employees engaged in the maintenance and repair of State transportation systems within a region, which includes the maintenance of pavements, shoulders, bridges, landscape areas, drainage, and related multi-modal transportation rights of way owned by the Department of Transportation.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Organizes and implements emergency operations, including snow removal and ice control.
• Makes arrangements to supplement Department forces with approved contractors when personnel or equipment are not available for normal and emergency operations; supervises work performed by service contracts or agreements for snow plowing, grass mowing, tree trimming, sweeping, and basin cleaning.
• Gives appropriate assignments and instructions to supervisory personnel and supervises their work.
• Consults with regional management concerning the proper implementation and control of the highway operations' program within the region.
• Conducts investigations of complaints concerning pavements, drainage, and other related matters and prepares detailed reports with recommendations.
• Prepares yearly estimates of the personnel and materials required to carry on highway operations within the region.
• Prepares requisitions for needed equipment, tools, and materials for the work crews.
• Conducts periodic inspections of work in progress within the region; conducts inspections of conditions on and along the routes; and prepares appropriate reports containing findings, conclusions, and recommendations.
• Evaluates the production of the total workforce and makes necessary adjustments in the programs to achieve high productivity and efficiency.
• Coordinates training for subordinates to provide the region with qualified personnel in all areas.
• Takes measures required to see that safety regulations are enforced and in conformance with the Department of Transportation's policies and procedures.
• Assists in the removal of illegal roadside encroachments within the rights of way.
• Prepares clear, technically sound, and informative reports on highway operations' programs, activities, and problems containing findings, conclusions, and recommendations.
• Prepares correspondence in the course of official duties and maintains records and files essential to regional operations.
• Will be required to learn to utilize various types of electronic and/or manual ecording and information systems used by the agency, office, or related units.

Experience

Seven (7) years of experience in varied highway maintenance and construction work, two (2) years of which shall have been in a supervisory capacity, one of which shall have included responsibility for the implementation and control of highway operations programs in a regional area.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the equipment, materials, tools, and methods used in highway operations and construction activities.
• Knowledge of the routes, terrain, and maintenance and repair needs of the assigned region. Knowledge of supervisory methods and techniques.
• Ability to learn to utilize the maintenance management system.
• Ability to organize highway operations' repair programs within a region and to develop effective work methods to be used by region forces engaged in the maintenance functions.
• Ability to give assignments to Area Supervisors and other employees and to supervise their work.
• Ability to prepare annual estimates of the amounts and types of equipment, tools, materials, supplies, and personnel required for the regional maintenance activity.
• Ability to supervise highway operations repairs and related work programs.
• Ability to conduct investigations of complaints from the public and prepare appropriate reports containing findings, conclusions, and recommendations.
• Ability to conduct inspections of work in progress and that which has been completed.
• Ability to maintain cooperative working relationships with those interested in the work of the unit.
• Ability to prepare time, progress, personnel, efficiency, and other reports relating to both normal highway operations activities and extraordinary highway operations.
• Ability to take measures required to enforce highway safety regulations and to assist in the removal of illegal roadside encroachments and such other operations as may adversely affect the public and/or the State's right of way.
• Ability to maintain essential regional records and files.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication.
