Definition
Under the direction of the Administrator of Plant Services, or other supervisory official within a state facility in Department of Human Services, is responsible for supervision and scheduling of the plant maintenance functions, including implementing, reviewing and monitoring regularly scheduled inspections and service of the institutional physical plant to ascertain the nature and extent of required repairs, and the determination of scheduled preventative maintenance; does other related work.
Examples of work
Assists the supervisor in promulgating and executing plans for effective utilization of available maintenance funds, personnel, equipment, materials and supplies Responsible for implementing and maintaining a computerized or manual system of scheduled preventative maintenance procedures on all segments of the physical plant within a state psychiatric facility Reviews, inspects, and evaluates the completed work of institutional maintenance staff to ensure that quality of work and the schedule of planned maintenance is maintained Manages or conducts periodic inspections, tests on sewage, boilers, potable water, electric machinery, and other plant systems; documents the on-going completion of such tests and maintenance in compliance with Joint Commission/OSHA and State standards Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees Develops and recommends priorities to management on all issues regarding the schedule of regular and planned maintenance repairs Supervises the various shop maintenance foreman/personnel; develops, maintains and promulgates master maintenance schedules, standards and procedures for the institution Coordinates work measurement programs, including analysis of work sampling data and development of repetitive job standards Develops and promulgates on-going updates of maintenance standards and interfacing procedures with originators; approves work related to priorities, completion dates, reconciliation of complaints, job progress, number of job completions and specific job definitions At the request of supervisory/foreman personnel, provides job analysis and reviews supply requisitions against planned maintenance needs Pursuant to consultation with the supervisor, produces plans for corrective action in response to external surveys Prepares reports related to preventative maintenance repair and plant maintenance service for the supervisor and maintains up-to-date files and records including plans, manuals, personnel, equipment, supplies, work completed and time spent Supervises staff assigned to the preventive maintenance unit, maintenance shops and recommends the hiring, promoting, disciplining and firing of those employees Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units
License
Appointees may be required to possess an Operating Engineer's License of the appropriate grade and type issued by the New Jersey Department of Labor and Workforce Development. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge of the problems encountered in repair and maintenance of mechanical equipment and varied types of buildings and structures Knowledge of building and repair methods, materials, specifications, and designs Knowledge of computerized or manual planned maintenance systems and their application to large institutional facilities Knowledge of the procedures used in conducting periodic tests of sewage, boiler water, potable water, electric machinery and other plans and systems involved in the operation of the facility Ability to organize supervisory maintenance and repair work and develop appropriate work programs and schedules Ability to comprehend, analyze and interpret financial, personnel and technical problems involved with the exercise of the planned maintenance program Ability to recognize, locate and take measures needed to eliminate hazardous, potentially dangerous and other significant conditions Ability to formulate adequate operating procedures and develop appropriate work programs, schedules, and operations manual Ability to ascertain the nature of needed repairs, to analyze, determine and obtain the personnel required, and see that planned repair work is completed; provides supervision when required. Ability to establish and maintain needed records and files of personnel, equipment, materials and supplies Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of comprehensive professional experience in the operation, maintenance and repair of large public or private physical plant facilities including the operation of a computerized or manual scheduled maintenance system, one (1) year of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professsional experience, one (1) year of which shall have been in a supervisory capacity. OR Possession of a Professional Engineer's license issued by the New Jersey Board of Professional Engineers and Land Surveyor's; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
