Definition

Under general direction of a Superintendent or other supervisory official at a Class 1 and 2 park in the State Park Service, Division of Parks and Forestry, Department of Environmental Protection, supervises and as required independently performs semiskilled work involved in construction, maintenance, repair, and improvement of structures, equipment, systems, and grounds of State Park Service facilities; does other related duties as required.

Examples of work

• Prepares time and material estimates for projects, orders materials, tools, equipment, and schedules required personnel resources to accomplish project.
• If outside contractor/vendor is to be utilized, prepares bidding documents to engage contractual services, and conducts inspections to ensure work is being accomplished according to specifications.
• Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates.
• Supervises, trains, and evaluates subordinate permanent and seasonal maintenance personal assigned to the area including correctional institutional personnel, community service workers, and youth workers.
• Prepares performance ratings, evaluations, and standards for subordinates, and prepares work schedules and work programs.
• Oversees routine and custodial types of maintenance such as trash and litter disposal and general structure/facility housekeeping ensuring that quality maintenance standards are continuously met.
• Supervises and independently performs repairs and maintenance associated with structural integrity and reconstruction of structures and facilities including roads and parking lots, dams, bridges, water control structures, erosion control structures, bulkheads, pilings, and docks, and participates in preparation of design plans and specifications associated with the above projects.
• Oversees, supervises, and/or performs those semiskilled tasks associated with grounds maintenance including mowing of grass, tree/shrub pruning, fertilization, liming, herbicides/pesticide applications, maintenance of flower beds, planting and transplanting of landscaping plants, plantations, beach grass, greenhouses, and gardens, and participates in planning landscaping projects.
• Supervises and independently performs various types of semiskilled work required for construction of new facilities and for renovation, reconstruction, or repair of facilities which include activities in the areas of carpentry, plumbing (water and sewage), electrical, mechanical, heating/air conditioning, painting, and masonry.
• Operates and supervises the maintenance and repair of various types of equipment including all types of vehicles, heavy equipment (bulldozers, graders, backhoes), grounds maintenance equipment (mowers and tractors), and snow removal equipment as well as power tools and shop equipment.
• Implements and supervises a preventative maintenance program and maintenance of inventory for assigned vehicles and equipment at assigned area, and the preparation and submission of reports thereof.
• Independently prepares reports of job progress including employee time, materials/supplies, equipment, and other support costs, and on project completion analyzes information and prepares final report with recommendations.
• Analyzes projects to determine most effective methodology and effective cost procedures to accomplish.
• Supervises personnel involved in care of animals and livestock and operation of sawmills and gristmills where applicable.
• Supervises the testing, monitoring, and report preparation for operation of water and sewage treatment plants where applicable.
• May assist in suppression and presuppression of forest fires.
• May at times assist in operational aspects of the park including park visitor services and public information.
• Supervises and trains maintenance personnel in safety procedures and work habits for use of equipment as established through the department and division safety organization.
• Prepares inspection reports of structures and facilities indicating condition, required repairs, estimated costs, required time, and recommendations regarding correction.
• Coordinates and enforces the uniform program for maintenance personnel at assigned area.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Five (5) years of experience involving the maintenance, renovation, construction, repair, and improvement of structures, equipment, systems, and grounds which included semiskilled carpentry, plumbing, masonry, mechanical, painting, and/or other related work, one (1) year of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Appointees may be required to possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.

Knowledge, skills and abilities

• Knowledge of equipment and procedures used in maintenance of State Park facilities.
• Knowledge of equipment and procedures used in maintenance of dams, bridges, and water control structures.
• Knowledge of procedures, equipment, tools, materials, and techniques used in renovation of existing structures, construction of new facilities, and associated improvements.
• Knowledge of and ability to supervise staff in work involved in painting, staining, and varnishing varied types of surfaces; in repairing and maintaining cement, concrete, tile, brick, and other floors, walls, and ceilings; in repairing radiators, plumbing fixtures, water, waste, gas, and drainage lines; in doing carpentry work of varied types; and in installing, repairing, and maintaining cables, wiring, motors, and varied types of electrical fixtures.
• Knowledge of and ability to cooperate with operations of the Forest Fire Service and to assist in suppression and presuppression activities.
• Ability to train and supervise subordinate permanent and seasonal personnel assigned to area.
• Ability to organize and assign maintenance, repair, and seasonal personnel assigned to area.
• Ability to oversee and/or supervise groundskeeping work.
• Ability to organize for proper utilization of available funds, staff, supplies, equipment, and materials.
• Ability to work effectively with coworkers, and cooperate with regional or Trenton office staff, and employees of other organizations.
• Ability to requisition, record, store, issue, and ensure utilization of supplies, materials, tools, and equipment.
• Ability to inspect existing structures and facilities to determine extent and nature of needed repairs, and to see that the repairs are completed satisfactorily.
• Ability to inspect and determine safety of equipment and tools to be used by maintenance personnel.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
