Definition
Under the direction of a supervisory official in the Department of Transportation, plans and supervises the installation, maintenance, repair and upgrading of various types of electrical and/or electronic traffic control devices, systems and equipment associated with state highway operations; oversees the work activities and staff of an assigned region; does other related duties as required.
Examples of work
- Plans, organizes and develops work programs and schedules for electrical and other related construction and maintenance work within the assigned region
- Oversees the installation, repair and modification of highway traffic control devices, equipment and systems such as overhead signal optical units, flasher systems, cable, mast arms, and poles, traffic counting devices, environmental pollution monitoring equipment, underground conduit, underground and overhead communication equipment, and other related electrical/electronic devices, equipment and systems
- Troubleshoots malfunctioning electrical and electronic systems and equipment
- Operates and maintains electrical testing and power equipment
- Supervises subordinates in the performance of on-call, emergency or routine maintenance of traffic control devices, equipment and systems
- Conducts field visits to observe and evaluate crew performance
- Supervises the maintenance of electrical and mechanical components on movable bridges, including shafting and gearing
- Assists traffic engineers with reviewing plans, specifications and signal operating plans
- May conduct scheduled or random inspections to verify proper operation of equipment or systems
- Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees
- Investigates complaints from within the department, the public, and from other agencies pertinent to the assigned geographical area and prepares reports
- Prepares estimates and forecasts regarding cost of labor, materials, supplies and equipment required to perform operations within the region
- Communicates with engineers, contractors, consultants, utility companies, the general public and others regarding work operations
- Conducts studies to evaluate system performance and determine the cause of delays
- Enforces all safety laws, rules, and regulations established to safeguard department workers and the traveling public on highways
- Supervises the preparation of reports containing findings, conclusions and recommendations
- Supervises the maintenance of essential records and files
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units
Education
Completion of a vocational, technical, or specialized training program in the installation and repair of electric, electronic and radio equipment
Experience
Six (6) years of work experience involving the installation, maintenance and repair of electrical/electronic highway traffic control devices, systems and equipment; two (2) years of which shall have been in a supervisory capacity.
License
Appointees must possess a driver's license valid in New Jersey
Appointees may be required to possess a valid Commercial Driver's License (CDL) and applicable endorsement for the class and type of vehicle being operated
Knowledge, skills and abilities
- Knowledge of the methods and techniques used to properly install, repair and maintain electric/electronic highway traffic control devices, systems and equipment
- Knowledge of standard practices, tools and terminology of the electrical trade, particularity as it relates to modern traffic signal design
- Knowledge of the methods used to troubleshoot and resolve electrical failures and malfunctions
- Knowledge of the proper use and care of electrical/electronic test equipment and tools
- Knowledge of safety standards and practices used in the electronic and electrical fields
- Knowledge of inventory control
- Knowledge of supervisory techniques and practices
- Ability to organize, schedule and coordinate assigned supervisory electrical construction and repair work, analyze problems and develop appropriate work methods
- Ability to provide assignments, instruction and supervision to staff within the assigned region
- Ability to respond to emergencies on a 24/7 basis
- Ability to effectively evaluate crew performance
- Ability to enforce safety laws, rules, and regulations

- Ability to read, writes, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication
