CREW SUPERVISOR MECHANICS

Definition

Under the direction of a supervisor in a state department, institution or agency, supervises a group of Mechanics engaged in equipment operations, such as the installation, maintenance, repair and adjustment of various types of engines, vehicles, and equipment; schedules, assigns work and provides on-the-job instruction for Mechanics; instructs and supervises employees; determines the work needed and inspects the work performed; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; and works with tools and equipment common to the trade; does other related work.

Examples of work

• Instructs and assigns work, provides instructions and supervises performance.
• Supervises and takes the lead in mechanical work in the shop and in the field on automobiles, trucks, bulldozers, tractors, power lawnmowers, compressors, motorcycles, portable and pressure pumps, mowing machines, snow plows, graders, rollers, vibrators, mud jacks, mud jack hammers, rock drills, concrete mixers, cranes, mechanical shovels, trucks and farm and/or other machinery or equipment utilized by the department.
• Supervises the maintenance and repair of engines, ignition and starting systems, braking systems, steering and suspension systems, drive trains and various other subassemblies.
• Mentors subordinates in the performance of equipment operations' work to ensure effective staff development.
• Provides on-the-job instruction for subordinates ensuring quality assurance standards are met in accordance with the established instructional program and makes recommendations for changes if necessary.
• Makes final adjustments and minor repairs, including setting governors, checking ignition, adjusting brakes, checking wheel alignments, setting timing, adjusting valves and spark plugs, and testing the differential and transmission for proper adjustment and lubricant.
• Supervises preventative maintenance on motor vehicles and equipment.
• Supervises the diagnosis and repair of computerized fuel management, ignition and engine timing systems.
• Supervises the repair and maintenance of computerized electrical systems.
• Supervises the changing and repair of tires.
• When required, supervises inmates performing mechanical repair work and takes steps to ensure their safety, welfare and work progress.
• Orders, stores, safeguards, issues, records, and supervises the proper use of equipment, materials and supplies.
• Supervises the orderly and safe maintenance of garage, shop and other work areas.
• Prepares reports and records of personnel, time, costs, material, and work completed.
• Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• May be required to undergo fire-training classes.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Requirements

<b>TRAINING</b>

Successful completion of one (1) year of training in automotive technology at an accredited community college or vocational school.

Experience

Four (4) years of experience as a mechanic in the repair and installation of motors and the maintenance and repair of motorized vehicles and equipment.

Knowledge, skills and abilities

• Knowledge of engines and of the tools used for repair, adjustment and installation.
• Knowledge of the techniques utilized in the operation of computerized diagnostic equipment.
• Knowledge of automotive preventative maintenance techniques.
• Knowledge of the techniques used in the repair of motorized vehicles.
• Knowledge of the quality assurance standards used for on-the-job instruction as they relate to the equipment operations' instructional program.
• Ability to assign, instruct, mentor, and develop employees, effectively preparing and evaluating the performance appraisal.
• Ability to analyze mechanical problems, organizes assigned work, and develops effective work methods.
• Ability to perform and supervise performance of mechanical work in the garage and the field on automobiles, trucks, bulldozers, motorcycles, tractors, power lawnmowers, compressors, portable and pressure pumps, concrete mixers, and other equipment and machines.
• Ability to install and supervise the installation of complete assemblies and subassemblies and the rebuilding and installing of new and/or rebuilt engines in equipment.
• Ability to maintain records and prepare reports of personnel, time, costs, materials, and work performed.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Applicants who do not possess the required year of formal training may substitute one (1) additional year of experience as outlined above.

An Automotive Service Excellence (ASE) Certification in one of the following specialties from the National Institute for Automotive Service Excellence may be substituted for the formal training: A-1 Engine Repair, A-6 Electrical/Electronic Systems, A-8 Engine Performance.

In the Department of Law and Public Safety, an Automotive Service Excellence (ASE) Certification in Automobile Advanced Engine Performance and Diagnosis may be substituted for the formal training.

<b>LICENSES AND CERTIFICATIONS</b>

Appointees must possess a driver's license valid in New Jersey. Appointees may also be required to possess a valid Commercial Driver's License (CDL) and applicable endorsement for the class and type of vehicle being operated.

The responsibility for ensuring that employees possess the required motor vehicle license, commensurate with the class and type of vehicles operated, rests with the Appointing Authority.

In accordance with Federal regulation 82:40, appointees responsible for the repair or servicing of motor vehicle air conditioners are required to obtain and maintain a valid Air Conditioning and Refrigeration Technician Certification, commensurate with the type of equipment serviced, issued by the Federal Environmental Protection Agency.

In accordance with NJSA 13:20-47.15, appointees responsible for performing emissions inspections on diesel-powered vehicles are required to successfully complete a course of instruction on Diesel Emission Inspection provided through the Appointing Authority. Appointees may be required to successfully complete re- training.

In accordance with the New Jersey Occupational Safety and Health Administration regulation 29 CFR 1910.178(l) (1), appointees responsible for the operation of industrial trucks (powered forklifts) will be required to obtain and maintain a current certification as a Powered Industrial Truck Operator issued by the New Jersey Occupational Safety and Health Administration. Appointees may be required to successfully complete re-training.

In accordance with NJSA 13:20-45.16 appointees responsible for performing emissions repairs to gasoline-fueled vehicles are required to possess and maintain a current certification as an Emissions Repairer Technician.

In accordance with NJSA 13:20-43.17 appointees responsible for performing emissions inspections to motor vehicles are required to possess and maintain a current certification as a Motor Vehicle Emissions Inspector.

Appointees responsible for repairing or servicing motor vehicles equipped for alternate fuel are required to successfully complete training and maintain a valid Alternate Fuel Certification. Appointees who possess an ASE Certification in Alternate Fuel are considered to have met this requirement.

Appointees at the Departments of Treasury and Law and Public Safety are required to successfully complete factory training in computerized electronics, factory diagnostics and testing equipment, provided through the Appointing Authority by the manufacturer.

Appointees at the Department of the Treasury are required to possess and maintain an Automotive Service Excellence (ASE) Certification in Brake Repairs. Appointees may also be required to obtain ASE certifications in Engine Repair A-1 and Engine Performance A-8.

Affected appointees are required to maintain valid certifications, and successfully complete the re-certification processes within the timeframes mandated by statute.
