CREW SUPERVISOR EQUIPMENT INSPECTORS

Definition

Under the direction of a Supervisor of Equipment Inspections or other supervisor in the Bureau of Equipment, Department of Transportation, supervises equipment inspectors in the inspection of equipment during manufacture and use by all divisions of the department to ensure that the equipment is being correctly manufactured, maintained or operated; supervises and conducts routine and special investigations and inspections in order to determine the adequacy, safety, and quality of equipment. Supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does related work as required.

Examples of work

• Under direction, supervises a staff of Equipment Inspectors in the inspection of vehicles and road construction equipment to ensure that the equipment is being correctly maintained and operated.
• Supervises and makes inspection trips to designated areas of the State to ensure that state-owned motor vehicles and road construction equipment are being correctly maintained and repaired by the various bureaus to which they are assigned.
• Plans, organizes, schedules, assigns and reviews the work of subordinate inspectors and instructs them in approved equipment inspection methods and techniques.
• Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Prepares reports of accidents to determine cause; makes recommendations for corrective action and supervises implementation of techniques and procedures for accident prevention when equipment failure is a factor.
• Supervises and personally makes investigations of accidents involving autobuses in order to ascertain causes and to develop recommendations for corrective action to prevent recurrence of such accidents.
• Assists other state and federal agencies in accident investigations; appears and testifies as an expert on matters relating to causes and effects of accidents; and prepares reports and recommendations for improved safety programs.
• Supervises and makes inspections of equipment rented by the department, such as large cranes and bulldozers; reports conditions; ensures that department operational and safety standards are met; ensures proper maintenance of rented equipment in use; and verifies the condition of rented equipment upon return to owner.
• Supervises and makes inspections of department garages to ensure that tools and other materials used for repair and maintenance of vehicles and equipment are being kept in good condition.
• Supervises and makes inspections of varied equipment for faulty engine and/or motor systems, steering mechanisms, drive train components, safety equipment and auxiliary apparatus.
• Provides technical assistance in trouble-shooting and repairing complex hydraulic, electrical and mechanical systems and other systems as necessary.
• Supervises and participates in the mechanical inspection of autobuses or limousine equipment to determine quality of maintenance and company safety procedures.
• Makes recommendations as to changes in laws, rules and regulations pertaining to autobus safety, both state and federal and instructs investigators as to the extent of their responsibilities.
• Periodically reviews and develops recommendations for the improvement of inspection techniques, safety standards, methods of inspection and report forms.
• Acts as a technical hearing witness as may be required.
• Reviews reports submitted by the investigative staff.
• Drafts correspondence in the course of official duties.
• Prepares clear, sound, accurate and informative reports of investigations, inspections and other matters relating to transportation equipment.
• Maintains the essential records and files.
• May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Experience

Four (4) years of comprehensive experience in the inspection, maintenance or repair of varied types of vehicular and/or railroad equipment, including associated mechanical, electrical and hydraulic systems and components.

License

Appointee must possess a valid Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.

Knowledge, skills and abilities

• Knowledge of the operation and maintenance of self-propelled and towed vehicles, road construction equipment, railcars and buses.
• Knowledge of the techniques used to determine the quality of and maintenance performed on vehicles, road construction equipment, railcars, buses and street railway equipment.
• Knowledge of the equipment, procedures and techniques used in making major and minor repairs in varied types of vehicular and/or railroad equipment.
• Knowledge of the location and characteristics of autobus and street railway operations in New Jersey.
• Knowledge of proper procedures to be used in investigating accidents involving vehicular equipment.
• Ability to supervise assigned staff and plan, organize and implement projects within the unit.
• Ability to supervise inspectors in the solution of problems encountered in inspecting, maintaining, repairing and storing department equipment and machinery.
• Ability to analyze assigned equipment inspection work and to perform and supervise the performance of the work, including disassembly, analysis and tests to determine structural or other defects.
• Ability to analyze, evaluate and interpret problems involving mechanical, electrical, and hydraulic systems; to review such analyses, evaluations and interpretations; and to make recommendations for solution of problems as they arise.
• Ability to establish and maintain effective working relationships with associates and with officials and employees of bus and rail companies and manufacturing plants.
• Ability to work under varying climatic conditions, including rain, snow, heat and the exposure to dampness, noise and fumes.
• Ability to supervise the preparation of comprehensive and accurate inspection reports and recommendations.
• Ability to understand and interpret schematic drawings, manufacturing plans, specifications and service manuals for a wide range of vehicles and equipment.
• Ability to analyze street transportation problems, organize assigned supervisory inspection and investigation work and develop effective work methods.
• Ability to interpret and apply the state and federal laws and rules and regulations relating to the service, facilities and equipment of local transportation utilities.
• Ability to note and appraise significant facts and conditions in making inspections of motor carriers and street railway equipment in the shop and on the street and to draw realistic and sound conclusions therefrom.
• Ability to collect, analyze and supervise the collection and analysis of traffic data and summaries and to chart such data.
• Ability to act as a technical hearing witness as may be required.
• Ability to prepare clear, sound, accurate and informative reports of inspections, investigations and surveys containing findings, conclusions and recommendations.
• Ability to establish and maintain records and files as required.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
