  • In the Division of Central Services
  • Assists in supervising the work programs, staff, and activities of the Central Warehouse, as may be required.
  • Assigns and instructs Supply Support Technicians of all grades and other subordinates engaged in requisitioning, purchasing, storing, and supplying equipment, materials, and supplies used by various divisions and bureaus of the Department throughout the State.
  • Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
  • Implements policies, procedures, and bulletins governing the operation of the Central Warehouse system.
  • Assists in organizing the work functions, analyzes warehousing operations, and develops and initiates actions to ensure efficient and effective supply of equipment, materials, and pasts to the Department units that rely on them.
  • Establishes and/or assists in establishing standards and guidelines for maintaining stockage needs and re-order levels, and monitors their implementation.
  • Assists in maintaining the perpetual inventory system and gives guidance to subordinates.
  • Provides guidance in determining the usability, adaptation, or obsolescence of varied types of stock in the warehousing system.
  • Helps supervise the preparation of requisitions for replenishment of stock.
  • Establishes and monitors the implementation of measures required to ensure the safety and security of stockage in the Central Warehouse; supervises the safe storage of equipment, materials, and supplies; eliminates unnecessary handling and makes the most economical use of available storage space.
  • Assists in establishing and implementing procedures to ensure that appropriate purchases are within environmental quality limits and meet federal health standards.
  • Assists in determining the interchangeability of parts with a view to quality, cost, and timeliness.
  • Assists in supervising the checking of requisitions and purchase orders, and ensures that daily records are made of materials received by parcel post, express, and freight shipment.
  • Investigates complaints pertaining to Warehouse operations and initiates corrective actions as necessary.
  • Evaluates the work performance of employees.
  • Acts in place of the Supervisor in the Central Warehouse in his absence, as may be required.
  • Coordinates Warehouse operations with supervisors throughout the State to ensure good relations, improved service, and the speedy resolution of problems.
  • Prepares correspondence in the course of official duties, including those with dealers and vendors.
  • Prepares accurate and informative statistical, financial, and other reports of the warehousing system containing facts and effective recommendations.
  • <b>In the Construction-Maintenance Service </b> Has responsible charge of the equipment parts supply support operations in the Bureau of Equipment including the coordination of such functions with the regional equipment operations.
  • Directs and supervises the work of supply support personnel who are responsible for the implementation, maintenance, and perpetuation of the equipment parts, materials, and supplies stock-leveling system in support of the DOT's equipment fleet.
  • Collaborates and cooperates with superior officers and other Department personnel, engineers and technical supervisory personnel, manufacturers, distributors, and others to coordinate equipment parts needs and activities.
  • Establishes, plans, organizes, and supervises a comprehensive work program for either a regional or statewide equipment supply support program in accordance with the organization of the Department and regions and in concert with established policies and procedures.
  • Manages the operations of a permanent state equipment supply support headquarters, including the equipment supply support, staff, and the coordination of these activities with regional equipment supply support operations.
  • Serves on the staff of the Bureau of Equipment as coordinator of all field supply support forces to maintain standard fleet supply support management policies and procedures, to prepare and distribute manuals and directives, and to make supply support management systems and analyses using the computerized equipment parts-leveling systems data reports.
  • Provides technical assistance on equipment parts to regional equipment personnel and to personnel of other divisions, bureaus, manufacturers, and material suppliers on parts problems involving the equipment fleet.
  • Initiates special studies and investigations on equipment supply support operations; prepares clear, technically sound, accurate and informative reports upon such studies and investigations.
  • Supervises and makes periodic inspections of equipment supply support facilities and advises Department personnel about the proper interpretation of equipment parts-leveling systems, and the application of these systems.
  • Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of the employees.
  • Analyzes field and laboratory reports and initiates actions required to correct unsatisfactory or defective equipment parts or inappropriate equipment parts substitutes in the equipment supply support operations.
  • Assists in making final quality inspections of equipment parts, prepares status reports, and recommends acceptance of parts for use in equipment supply support operations.
  • Prepares budget request and estimates to personnel, equipment parts, and supplies for the supply support operations.
  • <b>REQUIREMENTS
  • Experience </b>
  • Five years of comprehensive experience in warehouses or stockrooms supplying automotive, heavy equipment, electrical, construction, and/or maintenance equipment, materials, and supplies, two years of which shall have been in a supervisory capacity.

License

Appointees will be required to possess a valid driver's license issued by the New Jersey Division of Motor Vehicles.

<b>Knowledge and Abilities

In the Division of Central Services </b>

Ability to read, write, speak and understand English commensurate with the duties of this position.

Wide knowledge of the particular problems of the Department of Transportation pertaining to the selection, requisitioning, storing, repairing and the supply of equipment, materials and supplies used by the Department and the methods and techniques used for their solution.

Wide knowledge of the problems which arise in maintaining a perpetual inventory system of replenishing stock and disposing of obsolete items.

Wide knowledge of the approval markets for the securing of replacement and substitute parts and of sources of supply and costs.

Wide knowledge of the problems which arise in storing equipment and supplies in such a manner as to eliminate unnecessary handling and conserve space.

Wide knowledge of the Central Warehouse system.

Ability to organize assigned warehousing and related work, analyze methods and procedures and implement needed changes.

Ability to help develop an appropriate work program and working procedures for the staff engaged in selecting, requisitioning, storing, repairing and supplying as needed, equipment, materials and supplies required for the programs.

Ability to assign employees of varied titles and grades and supervise the performance of their work.

Ability to establish or assist in establishing standards and guidelines for maintaining stockage needs and reorder levels and to monitor their implementation.

Thorough knowledge of and familiarity with the standards, policies, procedures, physical layout, regulations, and. functions of the supply support section in the Bureau of Equipment.

Thorough knowledge of and familiarity with the parts, materials, and supplies required in the maintenance and servicing of a modern automotive and highway maintenance/construction equipment fleet and effective use and adaption to the Bureau of Equipment's needs.

Thorough knowledge of the problems which may arise in providing suitable assignments, instructions, and supervision to the Bureau of Equipment supply support personnel and other employees of the Division and region and their solution.

Ability to organize assigned work, analyze equipment parts and supply needs and problems, establish appropriate leveling programs and schedules for Bureau supply support staff and develop effective work methods.

Ability to comprehend, analyze, interpret and apply standards, policies, procedures, regulations, and functions of the Bureau and the Department, and apply these to specific equipment parts supply support problems and projects.

Ability to work harmoniously with superior officers of other units within the State and Department and to coordinate the supply support work of the Bureau with that of other units.
