Definition

Under general supervision of an Administrative Analyst 4 or other supervisor in a state department, institution, or agency, performs the review, analysis, and appraisal of current department administrative procedures, organization, and performance and helps to prepare recommendations for changes and/or revisions; does other related duties.

Examples of work

General supervision or as one of a group, in reviews department programs/activities and in evaluating their administration, objectives, efficiency, effectiveness, and suitability to current conditions, costs, and accomplishment using established procedures/standards. May determine whether department activities/programs are essential to good government and are carried on economically/efficiently. Appraises adequacy/effectiveness of operating systems and may assist units in the development of the organizational structure and methods of operation necessary for the performance of existing, new, or expanded functions. Plans, conduct, development of analytical studies of existing operations/routines for a division in a large department to determine feasibility for data processing and makes recommendations, or is responsible for this activity in a small department. May provide policy guidance/assistance to operating personnel in preparation of schedules outlining essential steps to be taken in installation and/or conversion of data processing systems. Investigates/develops solutions to problem areas; identifies and works toward elimination of unnecessary and/or wasteful administrative practices/positions; helps to determine where program and/or administrative duplication may exist. Analyze operational problems brought to light through budget studies, requests, and hearings; compiles and interprets data, and appraises agency situations. Assesses new administrative ideas/approaches, and keeps agencies informed of advanced administrative practices/developments. May assist in installing reporting systems for assessing agency performance including workload volume, backlog, revenues, expenditures, and preparation of agency operating manuals. May develop, prepare, and executes budgets; evaluates proposed plans of organization and methods and in budget requests; makes recommendations in all respects including special problems of organization/administration; within budget limitations/policies, assists with development/application of financial programs/policies. Make analyses of administrative and budget implications of legislation. Analyzes statistical, financial, and operating reports to determine work backlogs. Participates in administrative planning, in organization, administrative, and procedural studies, in capital planning/research, and may assist in introducing new techniques/methods to improve administration. Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

Knowledge of budget practices, procedures, problems, and analysis. Knowledge of statistical theory, practice, and techniques and their application to budget preparation and analysis and evaluation of administrative procedures. Knowledge of data processing application. Knowledge of provisions of policy guidance/assistance in preparation of schedules outlining essential steps to be taken in installation and/or conversion to data processing systems. Knowledge of laws of New Jersey, pertinent federal regulations, and routine rules, regulations, standards, policies, and procedures used in government budget work after a period of training. Knowledge of programs, responsibilities, functions, organization, operating budget, operations, and problems of the department or agency after a period of training. Ability to organize assigned technical analysis and related evaluation work and develop effective work methods. Ability to analyze, interpret, and apply basic laws/regulations. Ability to assist in continuing studies/analyses to determine budget requirements, necessity of revision in administrative procedures/programs, and to prevent inefficiency/waste. Ability to prepare statistical and financial data. Ability to use basic information to be applied to administrative practices/procedures and budgets, and to review budget requests critically using basic data. Ability to review operating procedures and provide advice/assistance to state department officials on matters pertaining to operating requirements, fiscal procedures, and budget requests. Ability to make field investigations on matters relating to expansion, needs, positions, and groups of positions. Ability to attend and participate in department budget hearings. Ability to maintain required budget controls and detailed records of state/federal funds, and to see that expenditures do not exceed appropriations. Ability to carry out investigations, surveys, studies, and research activities, and report thereon. Ability to prepare clear, sound, accurate, and informative reports on budget matters containing findings, analyses, conclusions, and recommendations. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for the recommendation, planning, and/or implementation of improvements in a business or government agency. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
