Definition

Under the direction of a supervisory officer in a State department, institution or agency, is responsible for the calculation of cash needs, completion of request for funds from federal agencies, security deposits from employers, the maintenance of detailed records of cash needs or balances; does other related work as required.

Examples of work

  • Reviews the agency reports to determine the amount of funds required for selected federal accounts.
  • Tabulates the total cash needs for the federal accounts with a single letter of credit funding mechanism.
  • Prepares and processes the letter of credit vouchers to draw funds from the federal government.
  • Resolves funding authorization levels, balances and problems in coordination with federal agencies.
  • Prepares reconciliations of various cash transactions to accounts in the New Jersey Financial Information System.
  • Maintains sufficient cash balance in the federal accounts to sufficiently fund federal programs.
  • Maintains detailed records of expenditures, cash needs, cash draws, cash receipts and accounts receivable balances.
  • Maintains and reconciles checking account for quarterly interest payments on surety accounts.
  • Calculates, prepares and mails 1099 statements to employees receiving interest payments.
  • Calculates and adjusts employer assessments based on taxable wages paid to employees.
  • Prepares and mails invoices.
  • Assists grants management program staff in reconciling cash draws and cash receipts to total expenditures.
  • Prepares correspondence for supervisor's signature.
  • Reviews prior year accounting reports to determine if balances exist and makes recommendations regarding their disposition.
  • Works with the Department of Treasury Revenue section to ensure compliance with regulations.
  • Maintains an Accounts Receivable file for agencies or employers which owe the department funds resulting from an audit.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Education

Completion of sixty (60) semester credit hours from an accredited college or university.

Experience

One (1) year of experience in the paraprofessional technical phases of accounting and/or auditing.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Knowledge of modern record keeping methods, procedures and routines and their applications in maintaining financial and accounting records.
  • Knowledge of cash management practices.
  • Knowledge of cash management procedures as related to letter-of-credit mechanisms.
  • Knowledge of the preparation and maintenance of accounting and fiscal records.
  • Ability to reconcile accounting records.
  • Ability to prepare fiscal and other reports containing findings, conclusions and recommendations.
  • Ability to perform cost accounting and cash management operations.
  • Ability to prepare and process letters of credit, invoices, checks, vouchers and reports.
  • Ability to calculate cash needs.
  • Ability to maintain subsidiary accounting records.
  • Ability to review and analyze operational reports of financial and accounting systems to ensure compliance with applicable regulations and procedures.
  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
