Definition
Under the direction of a supervisory official in the Department of the Treasury, performs the technical work involved in reviewing and verifying data from forms, claims, applications, returns, assessments, proposals, computer generated files, and error listings, to determine the completeness and accuracy of complicated and/or irregular eligibility, award, and liability determinations and calculations; may recommend appropriate follow- up action, supervises the work of subordinate para-professional and/or clerical employees; does other related duties.
Examples of work
- Provides direct technical assistance to agency staff, officials, member of the public and/or their representatives in the collection, review, and verification of data compiled through examination of applications, claims, reports, files, returns, proposals and/or listings.
- Provides assignments, instruction, training and supervision to subordinate para-professional and/or clerical employees.
- Supervises the work operations and/or functional programs and has responsibility for effectively evaluating employees and for recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
- Reviews and verifies reported data to determine whether an underpayment and/or overpayment or eligibility exists and to ensure that it has been computed in accordance with applicable State statutes and regulations.
- Reviews and extracts information from tax returns, forms, files, benefit applications or bid proposals; verifies the completeness of information reported and its accuracy prior to entry into automated systems and files.
- Reviews and recommends appropriate follow-up action on requisitions, obligations, purchase orders and fund transfers.
- Supervises the preparation and distribution of documents, notices, proposals, manuals, and listings.
- Controls and batches tax returns, applications, claims, vendor bid proposals and/or reports; checks and assigns document locator numbers; conducts audits to verify batch totals.
- Confers and/or corresponds with the officials, members of the public and/or their representatives to obtain documents required to determine correct benefits or liabilities.
- Supervises the receipt of applications and the compilation and maintenance of up-to-date lists.
- Authorizes and/or initiates the processing of the payment of benefits, the awarding of bids, and/or the preparation and issuance of assessments for any underpayment penalty, or interest due; takes action to ensure that payment is made or received, including initiating follow-up action to secure the amount determined to be due.
- Monitors and keeps superiors informed of key processing deadlines.
- Tabulates and reviews data and develops recommendations on acceptance or rejection of proposals based on available information.
- Prepares adjustments to records based upon review of supporting documents or upon advice from other sources within the Division.
- Monitors transactions concerning receipt and dispersal of funds to ensure agency compliance with regulations.
- Researches, analyzes and evaluates error listings or rejected item reports, the correction of rejected items and the development of systems changes to reduce the number of rejected items.
- Establishes and monitors internal controls to verify that the prescribed procedures are followed by subordinate personnel.
- Maintains and updates procedures manuals to ensure uniformity in work methods and standards.
- Develops simple specifications and reviews specifications prepared by staff for completeness and accuracy.
- Establishes and updates screening instructions required for the processing of the various types of forms and applications.
- Reviews and processes requests for abatement of penalty and/or interest charges; may grant or deny requests in accordance with Division policy and statutory requirements.
- Assists in establishing and updating tracing systems required for the processing of claims, benefits, bid proposal/waivers and refunds.
- Processes and authorizes Certification of Payroll Deductions to public employer accounts for various benefit contributions.
- Prepares correspondence regarding the more complex cases; obtains supporting documentation required to determine liability, benefits or contributions; verifies items in question; explains the statutory basis of an assessment or benefits determination and/or makes adjustments to the various accounts.
- Confers and/or corresponds with individuals and/or their representatives on benefit, claim, refund, and/or procurement matters to obtain supporting documentation required to determine liability, benefits or contributions; verifies items in question; explains the statutory basis of an assessment or benefits determination and/or makes adjustments to the various accounts.

Education
Successful completion of sixty (60) semester hours at an accredited college.
Experience
Two (2) years of experience in reviewing, verifying, authorizing, and/or providing information and assistance of a technical or fiscal nature in a public or private organization.
License
Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
