Examples of work
Participates in the planning and execution of all data management activities for assigned projects, ensuring focus on data integrity, validity, and reliability in accordance with standard processes, guidelines, industry best practices and regulatory standards. Designs and implements data management plans for research projects including data collection procedures and forms, processes for data entry, verification, and validation, and tracking data. Provides consultative services to researchers regarding standard data management practices that can improve data quality and processes. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Develops complex policy and/or research reports including verbal, written, or graphical presentations of findings. Interprets and analyzes complex data. Oversees the development of comprehensive application testing plans. Coordinates the execution, resolution of problems and documentation of testing. Contributes to progress on large scale projects and new areas of growth. Evaluates existing database management system applications to identify areas for enhancements to improve data quality and the efficiency of data processing. Establishes and modifies policies and standard operating procedures to ensure data quality, data integrity, and data processing efficiency across research projects. Monitors and manages staff workloads. Trains and monitors performance of staff, recommending areas for improvement and retraining. Presents results in a clear manner, and facilitates discussions focused on implications of findings. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of data analysis software used to prepare summaries, reports, charts, graphs, and tables. Knowledge of data analysis methods and techniques including gathering and collection of structured and unstructured data, as well as general principles, concepts and terminology used in research. Knowledge of practices required to ensure and maintain data security, including securely transmitting confidential data. Knowledge of time management techniques to provide for efficient prioritization and completion of projects and assignments. Knowledge of basic arithmetic and statistical techniques used to analyze numerical data. Knowledge of experimental design procedures. Knowledge of problem solving techniques and processes used to identify and resolve issues related to the completion of work assignments. Knowledge of advanced mathematical and/or descriptive and inferential techniques and methods. Knowledge of strategic planning principles and concepts in order to lead or participate in unit/department strategic planning sessions to meet mandatory and regulatory requirements. Knowledge of best practices in the field of social science research and methods for incorporating into all work assignments and procedures. Ability to supervise the leadership of teams and projects that involve extensive cooperation and coordination between multiple stakeholders. Ability to prepare written and/or verbal presentations or proposals on highly complex issues and deliver to a broad variety of audiences. Ability to evaluate and enhance current practices. Ability to identify and implement innovative solutions to important, highly complex strategic and/or operational issues which may involve unusual circumstances and incomplete or conflicting data. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eleven (11) years of professional experience in collecting, analyzing, reporting, and disseminating large volumes of data using statistical techniques to identify trends or patterns in complex data for research projects; two (2) years of which shall have been in a supervisory position; including or supplemented by 18 credits in social sciences, criminal justice, statistics, or a closely related field. OR Possession of a bachelor's degree from an accredited college or university, including or supplemented by 18 credits in social sciences, criminal justice, statistics, or a closely related field; and seven (7) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory position. OR Possession of a master's degree in social sciences, criminal justice, statistics, or a closely related field; and six (6) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory position. OR Possession of a Ph.D. in social sciences, criminal justice, statistics, or a closely related field; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory position.
