Definition
Under supervision of a supervisory official in a state department. institution, or agency, is responsible for supervision of the compilation, dissemination, and coordination of all information concerning state facilities and programs including the responsibility for all published materials and visual communications; performs technical and responsible work related to public information; does related work as required.
Examples of work
Maintains cooperative relationships with key managerial personnel of various departments and other technical personnel to keep informed of legal and technical requirements, procedural details, and any unused aspects of various programs and plans. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Suggests ideas for features that may be deemed important, and reviews or edits completed material when necessary. Services and answers inquiries on policies, procedures and operations of various departments; provides background and supplementary information needed for staff preparation of feature stories, or broadcasts of various phases of state government operations. Assesses public reaction to the work of state government in general and analyzes the effect of any particular new program or policy through all available channels, including press, radio, correspondence, taxpayer contacts, and observation; reports on and recommends changes to responsible individuals and screens and summarizes such comment. Arranges for photographing of state employees, inmates, and official state buildings. Prepares spot television shorts, such as groundbreaking ceremonies, parades, storm damage, political activities, and/or relevant emergency situations. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Education
Graduation from an accredited college with a Bachelor's degree.
Experience
Four (4) years of experience in the collection, analysis, preparation, and dissemination of information in a public relations and/or public information program in a public or private agency or organization, one (1) year of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the methods and techniques involved in collecting and analyzing factual data and its interpretation and publication through the media of print, radio, and television. Knowledge of the methods used in preparing copy for the printer and in arranging for illustration including photographs and charts. Knowledge of modern information and advertising techniques and devices and of the conventions and the form and style required for press releases for print, radio, and television. Knowledge of the sources from which significant information may be obtained. Ability to prepare informative articles and news releases for publication via the media of print, radio, and television. Ability to review and edit written material and to proofread copy. Ability to speak before groups of varied ages and to promote cooperation in line with the aims of various operating agencies. Ability to utilize available media for the dissemination of news and information. Ability to comprehend, analyze, and interpret basic laws and regulations in an understandable manner. Ability to assign, instruct, and supervise the work of technical, editorial, clerical, and other employees. Ability to use the English language with skill and discrimination and to prepare appropriate written material. Ability to plan, write, and/or supervise the preparation of brochures, leaflets, bulletins, reports, and other publications relating to the work of the various state departments. Ability to make the required field trips and to attend conferences, meetings, and exhibits as required in order to obtain current information concerning department programs, activities, plans, and problems. Ability to draft extensive correspondence in the course of official duties. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Note
Applicants who do not posses the required education may substitute additional experience as indicated on a year-for-year basis. A Master's degree in Journalism, Public Relations, Communications, or English may be substituted for one (1) year of the nonsupervisory experience.
