CHAIR CIVIL SERVICE COMMISSION
The Civil Service Commission has five members appointed by the Governor with the Senate's advice and consent, no more than three from the same political party. One is designated chair and serves full time as the agency's chief executive officer, while the others sit part time to decide appeals.
The body that writes job specifications does not write one for its own chair. The seat is filled by appointment and confirmation, and the deliberate partisan balance in its membership is incompatible with competitive selection.
