CONSTRUCTION CODE INSPECTOR 2 MINING

Definition

Under the general supervision of a Sub-code Official or other supervisory official in The Department of Labor; performs field and office work involving investigations and inspections of mines and construction blasting places to enforce and ensure compliance with the occupational and public safety regulations as required by the Explosives Act and the Mine Safety Act; conducts special investigations of complex and difficult situations in any area of the State; does other related duties.

Examples of work

• Arranges schedule and conduct general inspections and follow-up activities utilizing guidelines established by the Office of Safety Compliance, adjusts inspections schedules, as necessary, to investigate by assignment imminent hazards, complaints, fatal and serious accidents, fires, and special emphasis on inspection projects.
• Inspects underground mines and surface mines (quarries and pits) to ensure that the safety and health of the worker and the general public are not endangered by mining methods, which violate the Mine Safety Act.
• Inspects blasting sites in surface mines and construction sites to ensure the safety and health of the workers and the general public from the hazards of misuse of explosives under the State of New Jersey law and regulations relevant to blasting.
• Inspects locations where commercial blasting explosives are sold, transported, or stored to ensure these activities are in compliance with the State of New Jersey Explosives Act and applicable regulations.
• Takes the lead in the field work involving the investigation of more complex or difficult mining and explosives activity such as the investigation of reports of imminent hazards, fatal and serious accidents, blasting damage, and complaints.
• Conducts field training for new Construction Code Inspector 1 (Explosives) with/without mining experience or newly assigned Construction Code Inspector 2 (Mining).
• Investigates reports of property damage, and accidents caused by mining and/or blasting operations.
• Investigates reports of incidents of thefts where commercial explosives may be involved.
• Issues onsite written "Order to Cease Violation" in cases where violations are found, which would endanger the safety, health, and/or welfare of workers or the general public and include a set time for compliance with the order.
• Measures distances, prepares sketches, photographs, and operates scientific and engineering instruments to determine compliance and non-compliance with regulations governing blasting with explosives.
• Interviews, takes statements from witnesses, and gathers evidence for enforcement with regard to compliance with rules and regulations.
• Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommended course of action to be taken by the Division in accordance with the Explosives Act and the Mine Safety Act policies and procedures.
• Maintains essential records and files on all investigations performed.
• Meets with local government public bodies, public agencies, and members of the public to explain the rule and regulations of the Explosives Act and Mine Safety Act being enforced.
• Provides testimony or functions as the State of New Jersey witness at formal or informal hearings and court proceedings.
• As required may conduct investigative work for other program areas within the Office of Safety Compliance.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Requirements

SPECIAL QUALIFICATIONS

Four (4) years of experience in mining as required by N.J.S.A. 34:6-98.3(g).

Experience

Seven (7) years of experience in explosives with a minimum four years experience in mining.

License

Appointees must possess a valid "H" explosives permit issued by the New Jersey Department of Labor.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the Mine Safety Act and Explosives Act and applicable regulations enforced by the New Jersey Department of Labor for the safety and health of workers and general public.
• Knowledge of the methods used to handle explosives.
• Knowledge of the methods and techniques used to inspect the various sites covered under the Mine Safety Act.
• Knowledge of the hazards associated with the misuse of commercial explosives.
• Knowledge of the measuring and testing equipment used to inspect and investigate explosive and mining operations.
• Knowledge of the hazards associated with mining operations including mine excavation, use of mobile equipment, plant processing equipment, passage ways, tools and other devices used in mining, and the type of hazards that can be created by misuse of this equipment.
• Knowledge of the abandoned iron mine areas of the State and the hazards associated with such abandoned operations.
• Ability to conduct inspections and investigations.
• Ability to interpret the Explosives Act and Mine Safety Act and regulations and apply them to specific situations. .
• Ability to read and interpret property maps, blueprints, and other plans related to the operations in the explosives and mining industry.
• Ability to set up, operate, and read the measuring and testing equipment used to inspect and investigate explosive and mining operations.
• Ability to organize field assignments, analyze problems, and develop effective work methods.
• Ability to prepare "Order to Cease Violation" and calculate appropriate penalty and fee.
• Ability to prepare clear, technically sound, accurate, and comprehensive inspection report containing findings, conclusions, and recommendations.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
