CONSTRUCTION CODE INSPECTOR 2

Definition

Under the general supervision of a Subcode Official or other supervisory official in a state department, institution, or agency, performs work involving industrial and commercial structures including the review of plans and specifications for Class 2 and 3 structures and inspection of all construction in all classes of structures pursuant to the New Jersey Uniform Construction Code, or carries out field inspection work and plan review work pursuant to the Amusement Ride Subcode; or per N.J.A.C. 5:18, conducts Liquefied Petroleum Gas inspections and/or plan reviews; does other related work as required.

Examples of work

• Conducts required inspections on Class 1, 2 and 3 structures to ensure compliance with the appropriate New Jersey Uniform Construction Code subcode and regulations.
• Reviews plans and specifications for Class 2 and 3 structures.
• Reviews plans and conducts required inspections for carnivals and amusement rides pursuant to the Amusement Ride Subcode to ensure compliance.
• Ensures that established inspection schedules are maintained and all inspections are performed within the time limitations and at critical points as provided in the regulations and department plans.
• Calculates the fees for permit applications, and/or reviews the calculations, and forwards to the construction official or other supervisory official for proper accounting.
• Checks materials to be used in the construction and supervises the inspection of the placement of materials to ensure that they are of the type, quality, and grade specified in the approved plans and specifications, and that they meet the necessary performance standards established in the New Jersey Uniform Construction Code Regulations and the particular subcode.
• Inspects all amusement rides for safety of the general public, looking for violations of the regulations as they relate to machine guarding, hydraulic pressure systems, walkways, electrical hazards, braking devices, safety interlocks, cables, rescue equipment, speed controlling devices restraining and retaining device, clearance to obstructions and items presenting hazards to the public.
• Inspects Liquefied Petroleum (LP) Gas installations and/or conducts plan review; conducts periodic audits of LP Gas facilities, in accordance with N.J.A.C. 5:18 et seq.
• Tests and checks equipment and devices as required.
• Conducts field inspections of malfunctioning equipment to address complaints involving unsafe operating conditions.
• Trains new inspection personnel, as assigned, and participates in the conduct of in-service training programs particularly for new regulations, laws and standards.
• Prepares inspection reports showing the progress of work on each project relative to construction code compliance, weather conditions, and the percentage of work completed.
• Maintains required inspection records and files required to show the details of each project inspected.
• Prepares inspection reports noting violations, and provides recommendations concerning the assessment of penalties.
• Maintains the records, reports and files required to show the details of each project inspected.
• Testifies at court and in administrative hearings on behalf of the State.
• As may be required, serves subpoenas and other legal process notices, including notices of violations.
• Acts as a witness for the State at informal hearings and/or court proceedings
• Prepares reports containing findings, conclusions, and recommendations.
• Prepares correspondence.
• Maintains records and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.

Experience

Seven (7) years of experience in construction project management work such as a construction manager, construction official, general contractor, architect, or engineer with field responsibilities for all levels of construction, OR as an electrician, plumber, building trades craftsperson, or fire protection specialist OR in amusement ride development, construction, or inspection.

License

Applicants will be required to possess a valid Industrial and Commercial Specialist (ICS) construction code enforcement license in building, fire protection, electrical, plumbing, or amusement ride inspection issued by the Department of Community Affairs, appropriate to the position.

Knowledge, skills and abilities

• Knowledge of the qualities, limitations, and proper use of modern materials, equipment, and methods.
• Knowledge of materials, supplies, equipment, methods and standards to be observed in conducting physical inspections of work compliance with approved plans, specifications, and the New Jersey Uniform Construction Code and other applicable regulations.
• Knowledge of applicability of the construction code to alterations, replacements, and damages as specified in NJAC 5:23-2.6.
• Knowledge of the requirements to grant exceptions of variations.
• Knowledge of the regulations concerning the scheduling and requirements for inspections.
• Knowledge of the problems encountered by contractors and the situations in which deviations from plans, specifications, and standards are likely to occur.
• Knowledge of the particular subcode for which the individual is responsible.
• Knowledge of the basic classification to structures into class categories as defined by the building subcode adopted pursuant to NJAC 5:23-3.4.
• Knowledge of field inspection and controlled inspections techniques necessary to ensure that the materials installed at the site are of the same strength and quality as assumed by the design calculations, and that they are installed in the manner required to achieve and preserve that strength.
• Ability to organize inspection work and analyze inspection problems.
• Ability to read and interpret preliminary and detailed construction blueprints, plans, and specifications.
• Ability to establish and maintain cooperative working relations with other code enforcement inspectors, contractors, and those involved with the work of the program.
• Ability to verify the materials installed are the same strength and quality as assumed in the design calculations.
• Ability to comprehend, analyze, and interpret complex laws, regulations, policies, standards, procedures, and apply them to specific situations.
• Ability to prepare correspondence.
• Ability to supervise the maintenance of records, reports, and titles.
• Ability to prepare accurate and comprehensive reports.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
