CONSTRUCTION CODE INSPECTOR 2 BOILER, PRESSURE VESSEL, AND REFRIGERATION

Definition

Under the direction of the Chief, Bureau of Boiler and Pressure Vessel Compliance or other supervisory official, performs field and administrative functions involving the inspection of boilers, pressure vessels and refrigeration plants, including hydrostatic testing, to ensure compliance with the state safety laws; performs plan review work including signing manufacturer data reports pursuant to the boiler, pressure vessel, and refrigeration law and regulations; does other related duties as required.

Examples of work

• Reviews, plans, and conducts inspections for refrigeration systems, boilers, and pressure vessels.
• Reviews drawings, material selection, calculations, fabrication processes, and final testing of new construction boilers and pressure vessels at manufacturing locations and signs documentation attesting to conformance to established standards.
• Inspects boilers and pressure vessels that have been repaired by welding to verify conformity with establishes standards and witnesses final hydrostatic pressure tests and signs documentation that attests that such repairs are made in conformity with established standards.
• Ensures that established inspections schedules are maintained and all inspections are performed within the time limitations and at critical points as provided in the regulations and department plans.
• Reviews records and logbooks of boilers, pressure vessels, and refrigeration plant operation to ensure compliance with laws and regulations.
• Calculates the fees for inspections and/or reviews the calculations, and forwards to the supervisory official for proper accounting.
• Tests and checks equipment and devices as required.
• Conducts field inspections of malfunctioning boilers, pressure vessels, and refrigeration units to address complaints involving unsafe operating conditions.
• Trains new inspection personnel, as assigned, and participates in the conduct of in-service training programs particularly for new regulations, laws, and standards.
• Interviews operators of boiler, pressure vessel, and refrigeration plants to ensure compliance with law and regulations; recommends courses of action for compliance.
• Recommends issuance of certificates when all requirements are met.
• Issues penalty violations with appropriate statutory and regulatory citations in instance of non-compliance.
• Investigates incidents of boiler, pressure vessel, and refrigeration plant malfunction where fatalities, injuries, or property damage curs; cooperates and coordinates activities with local government, state and federal entities to determine causes of such incidents.
• Establishes and maintains cooperative working relationships with engineers, manufacturers, owners and users of regulated vessels, insurance company representatives, and local enforcement officials including fire, building, plumbing officials, and emergency management officers.
• Issues orders to cease operation of a boiler, pressure vessel, or refrigeration system where the public or employee safety is jeopardized by potential malfunction due to improper installation, maintenance, operation, or age of vessel.
• Prepares clear and accurate reports on inspections and violations; enters data into IT system for revenue collection, retention, and recordkeeping.
• May testify in court or administrative hearings on behalf of the State.
• Maintains records and files of inspections.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Experience

Seven (7) years of experience as a stationary engineer in the maintenance and operation of high pressure boilers, or as a boiler maker, or as an inspector for an insurance company specializing in the inspection of boilers, and licensed to do business with the state or ten (10) years of experience as a grade A (gold seal) or grade B (red seal) operator of high pressure boilers.

License

Appointees will be required to possess a valid Residential and Commercial Specialist (RCS) code enforcement license in Boiler, Pressure Vessel, and Refrigeration (BPVR) and an Industrial Commercial Specialist (ICS) license in BPVR issued by the New Jersey Department of Community Affairs.

Knowledge, skills and abilities

• Knowledge of New Jersey laws relating to the installation, operation, inspection, repair, alteration, construction, and maintenance of boilers, pressure vessels, and refrigeration plants, and of measures to be taken for the health, safety, and welfare of employees and others.
• Knowledge of the ASME Code and the National Board of Boiler and Pressure Vessel Inspector's Inspection Code.
• Knowledge of American National Institute Standards as related to boiler, pressure vessel, and refrigeration systems.
• Knowledge of problems likely to be encountered in inspecting, testing, and checking boilers and accessories to determine their condition and safety.
• Knowledge of tests and checks used in ascertaining the condition of refrigeration systems, boilers, and pressure vessels.
• Ability to interpret and apply Uniform Construction Code regulations applicable to boilers, pressure vessels, and refrigeration.
• Ability to understand and analyze boiler and pressure vessel manufacturers' drafts, plans, drawings, and calculations in order to certify conformity with established standards.
• Ability and knowledge to observe and analyze test results of welding repairs to boilers and pressure vessels to ensure conformity with established standards.
• Ability to comprehend, analyze and interpret basic laws, regulations, standards, and policies and apply them to specific inspection situations.
• Ability to organize assigned field inspection work and develop effective work methods.
• Ability to harmoniously interact with associates, superior officials, and members of the public and industry.
• Ability to work independently and to report all findings and actions.
• Ability to make required checks and external and internal inspections of steam boilers and appurtenances and refrigeration plant equipment including appropriate tests of boilers, pressure vessels, ammonia pipes, and pressure valves.
• Ability to prepare inspection notices and correspondence relating to inspections and violations.
• Ability to prepare clear, sound, accurate, and informative reports of inspections containing findings, conclusions and recommendations.
• Ability to maintain essential inspection records and files.
• Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
