Definition

Under the close supervision of a Chief of Business Services or Supervising Business Representative in the Department of Labor and Workforce Development , provides routine consultative business services to employers requiring guidance, assistance, and/or training in such areas as business/human resources management, workforce utilization and development, customized training, school construction, and English as a second language grants, assistance to workers affected by mass layoffs/plant closings, youth apprenticeships, and coordination of services needed from various resources and programs within and outside the Department; assists with marketing services of the Department to businesses in accordance with the Workforce New Jersey One Stop concept of customer services; does other related duties as required.

Examples of work

Participates with higher level Business Representatives in consulting with business customers to assist in the identification and evaluation of needs and/or problems and the recommendation of a plan for provision of assistance in resolving personnel and workforce-related problems and/or in developing and instituting sound business practices. Determines needs of employer based on analysis of information about business organization and employer's account of problems and/or business plans. As directed, conducts routine technical assistance projects at employer sites, such as job analyses, worker utilization studies, turnover/absenteeism analyses, job restructuring, and workflow analyses, working alone or with other Business Representatives; assesses problems, recommends remedial actions, and provides employer with training and assistance necessary to initiate and continue project to its conclusion. Assists in the preparation of technical documents for use by employer, such as job descriptions, process and workflow charts, and task analysis worksheets; drafts model policies for employer's consideration. As directed, administers and evaluates findings of employee surveys, such as opinion, exit, and post-exit surveys, to provide employers with data on how current, departing, and former employees perceive the organization; recommends corrective actions to employer based on survey results. Surveys employers to determine need for specific types of supervisory/management training; assists in researching new topics for employer seminars and in developing seminars and training materials on a wide range of human resources and business management topics, working in conjunction with higher level Business Representatives. May conduct, as co-trainer with higher level Business Representatives, routine sections of business and human resources management seminars for employers on such topics as job analysis; controlling employee turnover and absenteeism; policy manuals and employee handbooks; performance appraisal; and selection interviewing and hiring; co- presents seminars on site for specific employers, chambers of commerce, and other business organizations. Assists other members of Response Team with routine aspects of conducting on-site informational presentations, forms completion sessions, resume preparation, and job seeking skills workshops, for groups of customers undergoing layoffs to assist with filing for unemployment insurance benefits and for other Workforce New Jersey employment and training services that help them to effectively conduct own job search. Under close supervision of higher-level Business Representatives, monitors customized training activities at employer or training provider sites for compliance with training grant agreement and reports observations and findings to higher-level Business Representatives for final determination. Assists higher-level Business Representatives and training providers in identifying appropriate training courses and curricula for specific customized training agreements. Interviews workers receiving customized training to determine satisfaction with content and conduct of training, and reports findings to higher level Business Representatives. Under specific instructions, writes justification to support approval of customized training grant applications to assist higher level Business Representatives in the preparation of approval documents. Corresponds with employers and training providers on matters pertaining to customized training applications and agreements to assist higher level Business Representatives in exchanging information with customers. Assists in providing guidance to employers in the proper and timely completion of applications for non- complex customized training grants, may visit employers to explain application process and requirements of the customized training program, address issues of concern, and gather information about the company and its training needs. Under close supervision, administers routine aspects of youth and workplace apprenticeship programs and associated grant programs. As directed, assists higher level Business Representatives in intra-and interagency activities relating to School Construction and Department of Education workplace readiness standards in the New Jersey school system. Assists in the monitoring of school construction grantees for compliance with terms of grant and progress of participating students/trainees and provides routine technical assistance as required. Communicates with, in support of higher-level Business Representatives, employer, education, and community-based organizations to implement, through grant programs, youth and workplace apprenticeship programs. Reviews laws, regulations, and other federal and state documents related to employment and training programs, human resources development programs, and business and employment management trends, for application to business services programs and activities. Assists in the marketing and promotion of the services of the Department, working with a higher-level Business Representative while conducting supervised personal contacts and visits to employers, and as directed, through use of communication media; seminars and conferences; chambers of commerce; employer, industry, and professional associations; and Workforce New Jersey offices and other One Stop partners. Prepares, for supervisory review, clear, technically sound, accurate, and informative reports relating to business services provided, that contain findings, conclusions, and recommendations. May deliver program presentations before various business and industry groups to publicize and explain business service programs. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
