Definition
Under the direction of a managerial official in the Department of Corrections, supervises the production activities, service oriented operations/or support operations of State Use in a region or a group of two (2) or more large operations within a correctional facility or satellite location, supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Plans, develops, and supervises the work program of State Use Industries within an assigned geographic area. Arranges realistic industry, production schedules, service schedules and/or support services, setting priorities based on needs, and sees that schedules and emergency demands are met. Supervises work operations and/or functional programs, and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Reviews and makes recommendations on formal requisitions for materials, supplies, and machinery for assigned industries. Instructs and counsels Institutional Trade Instructor Supervisors, Shop supervisors concerning production, management, and other problems, including those derived from inmate and/or employees. Instructs and oversees inmates assigned to the vocational/industrial on the job training program in the areas of inmate work and skill development. Supervises the establishment and maintenance of proper standards in the industries, service related/support operations and determines whether the policies and procedures of the institutions are being observed. Studies market trends, and recommends new products, and develops sales pricing. Establishes quality control programs and inspects products to see that the quality of workmanship is being maintained/ or services and support operations are efficiently maintained. Support and contributes to the development of promotional sales programs. Supervises new product research and assists the Supervising Institutional Trade Instructor with product development. Drafts correspondence relating to production schedules, services, purchases, equipment, and output. Conducts time studies, industrial engineering studies, and prepares reports with conclusions and recommendations. Prepares accurate reports and supervises the maintenance of records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and computerized information system used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of industrial methods used in training individuals to do shop work. Knowledge of organizational skills to set-up a service type operation or support service for the Bureau. Knowledge of modern shop layout, production schedules, operating procedures, and standards of quality. Knowledge of supervisory methods and techniques. Knowledge of modern technical problems of developing and observing production schedules. Knowledge of modern cost and quality control methods. Knowledge of machinery and equipment used in various production shops. Ability to supervise assigned staff and plan, organize and implement projects within the unit. Ability to supervise, organize and effectively develop work methods. Ability to develop work programs, service or support programs, working procedures, and standards for Bureau of State Use Industries. Ability to effectively analyze problems which occur and make recommendations for resolution of same. Ability to supervise cost records and to calculate unit costs. Ability to give assignments and instructions to lower level employees engaged in the shop programs and supervise the performance of their work. Ability to draft correspondence pertaining to designated State Use Industries. Ability to prepare clear, accurate, reports and supervise the maintenance of records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in the oversight of operations in a manufacturing or production environment, or the oversight of staff providing vocational training, two (2) years of which shall have included supervision of staff. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, two (2) years of which shall have included supervision of staff. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
