Definition
Under the general supervision of an Assistant Director or other higher level supervisory official in the Division of Workplace Standards, Department of Labor, Supervises the activities and assigned staff responsible for the issuance of licenses and/or permits; does related work as required.
Examples of work
Under general supervision of an Assistant Director, assists in the planning, organization, implementation, review, and management of system for the issuance of licenses and/or permits, and for the receipt and recording of applications, examinations, and inspection reports in accordance with the standards enacted under relevant and appropriate, rules regulations and/or legislation. Under general supervision, develops, implements, and maintains an accurate and accountable program involving the collection of fees from licenses and/or permits, and the transmission of those fees to the State Treasury. Makes recommendations regarding appropriate system programs, forms, methods and procedures for use by the License and Permit Section, and evaluates their effectiveness for the efficient performance of licensing and permitting functions and responsibilities. Conducts personal conferences, prepares extensive correspondence to, and answers telephone inquiries from organizations and persons, or their attorneys, who are applying for or renewing licenses and permits issued by the Section. Explains and, when necessary, administratively interprets initial licensing or renewal provisions of relevant rules, regulations or legislation. Interviews applicants with unresolved complaints who are seeking to reinstate licenses or permits which have been suspended, revoked or not renewed. After review, gives final approval for the issuance of subsequent renewal of licenses issued to employers or permits issued to individuals. Supervises the development and operation of an automated data processing system designed to monitor the status of license and permit applications or renewals. Exercises approval/disapproval over license/permit applications based on criteria as established by appropriate legislation, rule or regulation. Analyzes reports from the automated data processing system to identify changes in methods of procedures which will improve the effectiveness of controls over licensing and permitting operations. Reviews problems and procedures associated with the eligibility, issuance, suspension, renewal and revocations of licenses and permits and develops recommendations and methods of resolution. Coordinates with Inspection and Enforcement Supervisor on matters which involve questionable licensing or complaints of non-licensure. Makes recommendation of penalties for individuals or entities non-licensed in violation of regulation, rules or legislation including prescriptions as to the application of such penalties. Gives appropriate assignments and instructions to employees of the Section and supervises and monitors the performance of their work. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Develops and supervises a program the collection and compilation of accurate statistics descriptive of the frequency and severity of violations of regulations, rules or legislation, and evaluates enforcement activities, making recommendations where improvements are indicated. Establishes and provides a method of training and instruction for Office employees involved in licensing and permitting, and the recording of applications, examinations, fees, and inspection reports. Supervises the review of documentation for the purpose of licensing. May assist in the preparation and administration of examinations for the purpose of issuing licenses and/or permits. Determines whether prospective licensees conform to all rules and regulations under the appropriate Act before issuing licenses. Makes recommendations to the Assistant Director regarding needs of the section for use in preparing the budget. Prepares and maintains a manual of instructions and directives concerned with approved investigation, enforcement, licensing, permits and office procedures. Supervises the drafting of general, extensive and/or technical correspondence relating to the functions of the Office and of the License and Permit Section, in particular. Supervises the preparation of clear, sound, accurate and informative statistical, progress and other reports. Directs the establishment and maintenance of essential records and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Ability to acquire wide knowledge of the programs, responsibilities, guidelines and standards of the Office and of the Department concerned with the protection of the health and safety of workers and the public in relation to all types of places in New Jersey designated under the public law. Considerable knowledge of automated or manual statistical, bookkeeping, recording and reporting techniques and apply them to work of the Office. Ability to develop and supervise an effective automated licensing system to ensure effective control over the licensing and permitting operations. Ability to develop and supervise a program of collection and analysis of accurate statistics descriptive of the frequency and severity of violations of the appropriate Act administered by the Office. Ability to assist and make appropriate recommendations in the preparation of the Office budget. Ability to develop appropriate automated or manual procedures to administer the section. Ability to prepare and direct the preparation of clear, sound accurate and informative reports containing findings, conclusions and recommendations. Ability to organize technical and administrative work, analyze the work of the License and Permit Section of the Office, and to develop effective work methods for office staff. Ability to draft technical correspondence in the course of official duties. Ability to learn to utilize various types of electronic and/or: manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be considered as acceptable forms of communication. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in work involving the establishment and/or conduct of licensing and/or inspection enforcement programs. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience. OR Possession of a master's degree in Business or Public Administration; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
