Definition

Under the direction of a Supervisory official in the Department of Labor and Workforce Development, provides assistance and training to offices in the maintenance of Local Office On-Line Payment system (LOOPS), Disability Automated Benefit System (DABS), and special programs to improve the quality and effectiveness of operation; identifies weaknesses and provides corrective action for all payment systems; assists in the development, implementation and analysis of new programs, and operating procedures; does related work as required.

Examples of work

Provides technical assistance to offices in the maintenance of the office's LOOPS and DABS systems; including troubleshooting office equipment. Trains staff in use of newly developed program material; trains newly appointed members in all unemployment and disability insurance procedures. Assists in the development and/or implementation of new program activities and operating procedures in offices and provides technical assistance until integrated in regular operational procedures. Participates in the evaluation of benefit claims operations in offices by observing performance and/or by reviewing pertinent records in the specific areas assigned. Assists in implementation and maintenance of the LOOPS and/or DABS systems, including troubleshooting and technical support in data entry and pay station areas. Provides technical assistance to lower level technicians to administer special programs such as TPA, division objectives, standards and procedures to ensure uniform interpretation and implementation. Prepares the review reports containing findings, conclusions and recommendations. Assists in developing evaluation techniques, instructions and other related material in order to provide a continuous evaluation programs; conducts evaluation of operations in order to identify weaknesses and recommend appropriate corrective action. Prepares correspondence of a technical and/or difficult nature concerning all phases of UI and DI Programs. Addresses groups of employers, labor organizations, and other interested parties concerning the UI-DI Program. Assists in the development or review of proposed agency procedures and analyzes their conformity with the Unemployment Compensation Law and their effect on office operations; prepares memoranda recommending appropriate corrections. Assists in the development of evaluation techniques, forms, instructions and other related materials to ensure their effective use in offices. Assists in the preparation of periodic technical reports. Participates in nonmonetary evaluations of New Jersey claims and, when required, the quality appraisals of other states in USDOL Region. Maintains the essential records and files. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information system used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the problems faced in auditing, analyzing and evaluating office operations and in instituting necessary corrective measures. Knowledge of business terminology and technical know-how to draft documents. Knowledge of methods used to evaluate the efficiency of programs. Knowledge of business practices and procedures, including statistical methods and devices. Knowledge of Unemployment Insurance Laws of New Jersey and related Federal Laws and their application to specific situations. Knowledge of the rules, regulations, policies, and procedures of the Division of Unemployment and Disability Insurance. Knowledge of unemployment benefits office operations, programs and problems, and of the methods most likely to be successful in carrying out the various programs of the local offices. Knowledge of the procedures governing all phases of the On-Line Payment System. Ability to acquire knowledge of the problems handled by the Division of Unemployment and Disability Insurance. Ability to assign technical benefit claims work, analyze claims problems, and develop effective work methods. Ability to learn the systems and programs used for benefit payment operations. Ability to review and analyze statistical and other reports to identify areas of concern. Ability to analyze and evaluate unemployment insurance activities and formulate recommendations for new or revised operations, procedures and forms to obtain maximum efficiency. Ability to identify training needs and recommend appropriate training plans and materials. Ability to establish and maintain cooperative working relationships with other Services and Bureaus within the Division. Ability to provide training for office personnel. Ability to draft technical correspondence. Ability to maintain the essential records and files. Ability to learn to utilize various types of electronic and manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in work involving various phases of social insurance such as disability, unemployment or workers compensation programs in a public or private agency. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a Master's degree in Business or Public Administration or related area from an accredited college or university; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
