Definition
Under the direction of either a Supervising Utility Management Analyst or other supervisor in the Bureau of Management Audits performs the management audits of utilities subject to the jurisdiction of the Board of Regulatory Commissioners; assists in the preparation of comprehensive reports on the results of management audit with recommendations for cost savings; investigates management practices as they relate to productivity, staffing, load forecasting, construction planning, customer service, fuel management, labor relations, environmental matters, accountability, cost control systems, financial management; makes field visits to perform the audits with outside management consultants, and/or staff management analysts; prepares correspondence and maintains essential records and files; does related work as required.
Examples of work
Participates in management audits of utilities under the jurisdiction of the Board of Regulatory Commissioners. Assists in the preparation of comprehensive reports to the Board on the results of management audits which include recommendations on potential areas of cost savings and increased efficiency and productivity. Participates in investigations of the management and operations of utilites in the areas of power supply, maintenance, construction, engineering, systems planning, environmental matters, customer service, electronic data processing, employee relations, public affairs, legal, fuel management, interchange, and executive management. Assists in investigating management practices related to accounting and cost control systems, capital and budget procedures, and accessibility to the financial markets. Assists in investigating utility management and operations as they relate to the performance of system operators, in order to assess the economy and reliability of generation, transmission, and distribution of public utilities. Assists in the analysis of labor contracts, equipment and supply contracts, inflation factors, financial markets, and other indices which impact on utility operations and profitability. Makes field visits with management analysts of higher grade and outside management consultants to perform the management audit. Prepares correspondence and maintains essential files and records. Assists in the preparation of requests for proposals to be submitted to outside management consultants. Assists in the analysis of proposals from outside management consultants. Participates in interviews and meetings with outside consultants and top utility management personnel. Makes field visits to other public utility commissions, utility companies or their parent companies in the performance of a management audit. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
A Bachelor's degree from an accredited college or university in accounting, economics, engineering, finance, management, public administration or business administration, or other related field.
Experience
One (1) year of professional experience in the measurement of performance standards, design or implementation of procedures or systems, auditing of large scale accounting systems, or in the conduct of utility management studies.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of public utility and regulated industry operations (generation, transmission, distribution), accounting systems and finance, and methods used in analyzing and interpreting financial documents, reports, and statements of varied issues. Knowledge of utility systems planning techniques including, but not limited to, load forecasting methodologies and productivitiy and efficiency analyses. Ability to acquire knowledge of applicable state and federal statutes and regulations pertaining to utilities and regulated industries subject to the jurisdiction of the Board of Regulatory Commissioners. Ability to interpret and record basic operational and financial data. Ability to see that prescribed management audit procedures are followed in assigned audit and report preparation. Ability to work effectively with associates, outside, management consultants. Ability to prepare, present, and maintain a meaningful and responsive dialogue with utility management and professional representatives relative to management audit reports, financial reports, pertinent accounting procedures and implementation thereof. Ability to maintain essential files and records. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
