Examples of work

  • Participates in management audits of the utilities under the jurisdiction of the Board of Public Utilities.
  • Investigates and evaluates utility management and operations as it relates to the performance of system operators, in order to assess the economic and reliability of generation, transmission, and distribution of public utilities.
  • Investigates and analyses utility staffing and productivity and management practices in the course of maintenance, construction, engineering, system planning, environmental matters, customer service, electronic data processing, employee relations, public affairs, legal fuel management, interchange, and executive management.
  • Analyzes utility labor contracts, equipment and supply contracts, inflation factors, financial markets and other indices which impact on utility operations and profitability.
  • Investigates and analyzes management practices related to accounting and cost control systems capital and budget procedures and accessibility to the financial markets.
  • Prepares and assists in reviewing comprehensive reports to the Board on the results of management audits, which include recommendations on potential areas of cost savings and increased efficiency and productivity.
  • Performs cost-benefit analyses.
  • Assists in the preparation of testimony to be use in formal matters.
  • Takes the lead in supervising subordinate utility management analysts in the office and field and may assign work when so directed.
  • Assists in organizing the work of the Bureau.
  • Trains subordinate personnel in management audit practices.
  • Takes the lead in the preparation of request for proposals to be submitted to management consultants.
  • Edits reports of management audits or sections thereof, performed by subordinate Utility Management Analysts.
  • Prepares correspondence and maintains essential records and files.
  • Assists the supervisor in the analyses of the proposals from outside management consultants.
  • Makes field visits to perform the management audit independently or with management analysts of higher and/or lower grade and outside management consultants.
  • Assists in the research and preparation of material for speeches before the media, outside consultants, and/or public officials.
  • Participates in interviews and meetings with outside consultants, top utility management personnel and Public Utility Commissioners.
  • Serves as supervisor in the absence of a Supervising Utility Management Analyst.
  • Makes field visits to outside management consultants' offices, other public utility commissioners, utility companies or their parent in the performance of a management audit.
  • May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
  • <b>REQUIREMENTS
  • Education</b>
  • Bachelor's degree from an accredited college or university in Accounting, Economics, Engineering, Finance, Management, Public Administration or Business Administration or other related field.

Experience

Three (3) years of professional experience involving the measurement of performance standards, design or implementation of procedures or systems, auditing of large scale accounting systems, rate making areas, or in the conduct of utility management studies; two (2) years of which shall have been in utility operations or regulation of public utilities.

Applicants may substitute a Master's degree in Accounting, Economics, Finance, Management, Public Administration, Business Administration or Engineering, for one year of professional experience.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Ability to acquire knowledge of applicable State and federal statutes and regulations pertaining to utilities and regulated industries subject to the jurisdiction of the Board of Public Utilities.
  • Thorough knowledge of public utility and regulated industry operations (generation, transmission, distribution), accounting systems and finance, and methods used in analyzing and interpreting financial documents reports and statements of varied issues.
  • Considerable knowledge of public utility system planning techniques, including load methodologies and productivity and efficiency.
  • Ability to analyze management practices and procedures. Ability to interpret complex operational and financial data.
  • Ability to prepare, present and discuss a meaningful responsive dialogue with utility management, professional representatives and Bureau Supervisors, relative to management audit reports, financial reports, pertinent accounting procedures and implementation thereof.
  • Ability to prepare comprehensive reports containing findings, conclusions and recommendations.
  • Ability to work effectively with associates, utility senior management and outside consultants.
  • Ability to organize and assign work.
  • Ability to supervise the preparation of requests for proposals, management audit reports and other reports.
  • Ability to train personnel in management audit procedures.
  • Ability to maintain essential files and records.
  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by thy agency, office or related units.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or braille may also be-considered as acceptable forms of communication.
