Definition
Under the direction of a manager or other supervisory official, and subject to the rules and regulations of the Board of Public Utilities, plans, supervises and coordinates the work of staff involved in the analysis of utility rate structures, does other related duties. NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Examples of work
Supervises, assigns reviews and evaluates data, economic studies, briefs, reports, and other work relating to rates and tariff design of public utilities. Represents the Board of Public Utilities at public hearings; prepares or supervises preparation of an outline of rate cases. Prepares direct testimony relating to the issues involved in rate cases, and testifies at public hearings. Supervises the preparation of briefs and/or staff position papers submitted to the Board and/or the Hearing Examiner outlining the issues in the case and staff recommendations. Prepares or supervises the preparation of rate studies including the effects of proposed changes in rates, discriminatory practices, determination of compliance with Board rate rules and regulations; analyzes and compares cost or historical cost of capital for particular utilities or the utility industry as a whole. Prepares exhibits and staff reports on rate cases, determines index numbers relating to the current and/or historical cost of utility capital and other economic data and provides recommendations to the Board. Participates in study groups and/or task forces. Provides assignments, instructions and guidance to staff. Prepares and supervises the preparation of reports on rate and tariff matters. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Supervises the preparation of reports and correspondence. Responds to inquires from the Board, the public and other parties involved in cases. Conducts or participates in formal or informal conferences with public utility companies, hearing examiners, and/or the public to interpret tariffs, explain regulations or resolve complaints on rate and tariff matters. Conducts complex analysis of a public utility's financial statements; conducts economic studies to assist the Board in it's final determination. Establishes and maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in accounting, business administration, public administration, economics, or finance.
Experience
Four (4) years of experience in the development or evaluation and analysis of rate schedules involving the study of economic utilization and cost factors in a public or private agency or public utility. NOTE: Applicants who do not possess the required education may substitute experience as indicated above on a year for year basis.
License
Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of the mathematical and statistical techniques used to analyze data for the design of rate and tariff schedules. Knowledge of rate making and tariff design procedures. Knowledge of the economic factors impacting utility rates. Knowledge of the techniques used to conduct research and studies. Ability to read, interpret, and apply the federal and state rules and regulations, laws and procedures governing public utilities including rate making and tariff design. Ability to interpret financial statements data and reports. Ability to provide assignments and instruction to staff and supervise their work performance. Ability to apply the regulations of the Uniform System of Accounts to rate making procedures and tariff design. Ability to provide technical advice and assistance. Ability to analyze and evaluate utility rate structures. Ability to conduct complex analysis and studies. Ability to perform complex mathematical calculations. Ability to prepare reports containing findings, conclusions and recommendations. Ability to establish and maintain records and files. Ability to establish and maintain cooperative working relationships with associates, public utilities representatives and the public. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
