Definition

Under supervision of a supervisory official in the Department of the Treasury, supervises staff and has charge of the work involved in recording, processing, maintaining, updating, controlling, securing, issuing and ensuring public access to individual and business filings, taxpayer registrations, licensing and/or document filings, commissions and certifications; does related work as required. Examples of work

Supervises the work involved in establishing, maintaining, updating, controlling, securing, and ensuring access to filings received and issuing licenses, commissions and certifications. Develops systems for rapid retrieval of records. Communicates, coordinates, and enforces standardized policies and procedures among the various recording units for the maintenance of records and information. Supervises the maintenance of registration, licensing, commissions, certifications and business filings. Reviews filing procedures and implements improved filing and information retrieval systems and automated equipment usage. Assigns, instructs, supervises and trains section staff. Prepares correspondence, memoranda, and section reports. Supervises the establishment and maintenance of essential section records and files. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Supervises the operation, training, and related functions of an optical scanning/image processing section. Supervises the processing of requests for access to public records, photocopies of documents; accounts for and processes payments for same. Maintains records retention schedules for all division records stored by the unit. Supervises the transfer and storage of returns and other documents to the State Records Center; maintains liaison with the Division of Archives and Records Management, prepares request forms and expedites destruction of files. Testifies as expert witness in federal and state criminal and civil court proceedings when division files are evidence. Coordinates division commercial filing and public information services. Oversees the requisition of supplies and equipment. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Experience

Six (6) years of technical support experience in the operation of a large scale client filing and/or processing system, involving information verification, examination and official recording, two (2) years of which shall have been in a supervisory capacity. NOTE: Sixty (60) semester hours from an accredited college or university may be substituted for two years of the non- supervisory experience.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of office routines, methods, and procedures. Knowledge of filing systems, including scanning/image processing procedures. Knowledge of data processing scanning/image processing, and computerized record keeping systems. Ability to read, interpret, and apply the state and federal regulations regarding recording and certifying commercial filings, records retention, and the regulations, policies, and procedures of the Division of Taxation and Archives and Records Management. Ability to plan, organizes, and supervises the records retention and disposal program of the bureau. Ability to assign and instruct section employees and supervise the performance of their work. Ability to plan and supervise efficient recording operations for the section. Ability to establish and supervise appropriate office procedures, systems, and work programs in connection with the retrieval, storage, maintenance, and destruction of records. Ability to establish procedures for the orderly transfer of records to the records center. Ability to supervise and direct the servicing, security, and processing of section records. Ability to direct extensive and complex recording activities to provide rapid accurate storage and retrieval. Ability to review and revise office practices and procedures as required. Ability to requisition needed equipment, materials, and supplies. Ability to prepare correspondence, memoranda, and reports of section activities. Ability to supervise the establishment and maintenance of records and files. Ability to read, interpret, and apply state laws and regulations regarding division records series. Ability to read, interpret, and apply confidentiality provisions governing state and federal tax information. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
