Definition

Under the general direction of a Manager 4 or other higher level supervisory official in the Department of Environmental Protection, plans, organizes, and supervises work programs and staff involved in nuclear engineering activities; resolves complex nuclear engineering issues; supervises staff and work activities, prepares and signs official performance evaluations for subordinate staff; and does other related duties as required.

Examples of work

Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Plans, organizes, and supervises engineering, scientific, technical, and administrative work activities of Nuclear Engineering staff. Consults with manager on policy, regulatory, technical, and procedural actions and changes related to Bureau of Nuclear Engineering functions and responsibilities. Supervises and/or participates in the development of regulatory strategies consistent with state and federal laws, rules, regulations, policies, procedures, and objectives. Develops and initiates plans and procedures for compliance with codes, rules, and/or regulations that have been promulgated for evaluating nuclear power plant and transportation operations under normal and accident conditions. Plans and develops standard operational procedures for integration of Nuclear Engineering's objectives and activities with those of other government agencies and department programs. Addresses and educates professional and nonprofessional groups and general public on adequacy and effectiveness of the New Jersey Radiation Emergency Response Plan (RERP). Conducts and participates in interagency and public meetings, conferences, hearings, and other activities related to nuclear engineering and emergency response. Assists in preparation of section budgets, grant applications, and personnel matters and monitors expenses in conformance with established budgets. Serves as a member of the Nuclear Emergency Response and Non-Nuclear Reactor Emergency Response Teams; responds to nuclear emergencies on a twenty-four (24) hour rotational basis. Confers with state officials, federal government, and local agencies concerning nuclear power generating stations, transport of nuclear materials, and nuclear fuel cycle facilities related to potential health, radiological risk, and environmental impacts. Supervises review of license amendments submitted by nuclear power plants in New Jersey; researches amendments related to plant safety, design, and engineering issues; and makes recommendations to the U.S. Nuclear Regulatory Commission based on review findings. Supervises nuclear engineering programs on planning, development, and implementation of nuclear emergency preparedness plans and drills. Analyzes nuclear waste transportation statistics used to monitor nuclear waste shipments and identify transportation trends with potential impact to public safety and the environment. Apprises immediate supervisor of current activities, problems, and developments related to nuclear engineering work. Reviews, plans, and exercises general direction in establishing needs, capabilities, and readiness of staff to respond to nuclear radiation emergencies. Serves as an expert witness in court, at administrative hearings, and for other forms of legal and enforcement actions related to nuclear power plants in New Jersey. Trains and develops nuclear engineers to serve the public interest and ensure nuclear emergency response is carried out. Assists in formulating legislation using established department policy; reviews and comments on nuclear power and nuclear fuel cycle legislation when required. Serves as nuclear power and emergency response liaison with other state agencies, federal agencies, and other professional organizations. Prepares and supervises preparation of technical correspondence. Supervises establishment and maintenance of essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Education

Graduation from an accredited college or university with a Bachelor's degree in Nuclear, Mechanical, or Chemical Engineering; or Physical, Chemical, Environmental, or Radiation Science.

Experience

Five (5) years of experience in nuclear reactor operations, design, licensing, or other reactor-related safety programs.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of principle causes, general sources, and environmental effects of nuclear radiation and associated engineering, environmental, and scientific theories and principles. Knowledge of state-of-the-art technology for controlling nuclear radiation emitted from nuclear generating facilities and nuclear fuel cycle facilities. Knowledge of technical principles, practices, and operations of nuclear facilities. Knowledge of nuclear radiation emergency response. Knowledge of modern supervision concepts and practices. Knowledge of diverse aspects of design, construction, licensing, operation, and decommissioning of light water reactors. Knowledge of federal rules and regulations concerning design, construction, and operation of nuclear facilities. Knowledge of fundamental nuclear engineering specialties such as steady state and transient nucleonic, thermal hydraulic response and heat transfer, and fission processes and accompanying radiation, as well as associated mechanical, radiological, and structural design aspects of nuclear facilities. Knowledge of diverse aspects of environmental and safety issues related to nuclear generating facilities and their associated fuel cycle. Knowledge of the relationship between all nuclear and environmental engineering systems required to maintain nuclear power plant radioactive effluents and direct radiation within regulatory limits and guidelines during normal and abnormal plant operation, and under severe accident conditions. Knowledge of nuclear emergency response equipment. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to instruct emergency personnel on the use of nuclear emergency response equipment. Ability to understand the concept behind laws, regulations, and standards in the broad field of nuclear energy production (i.e., the nuclear fuel cycle). Ability to recognize and evaluate unique features of nuclear facilities that impact plant safety and reliability, and make responsible recommendations of acceptability as defined by federal and state regulations and accepted engineering practices. Ability to comprehend New Jersey laws and department codes, rules, and regulations on all aspects of nuclear emergency response, and specific policies and procedures used in carrying out provisions contained therein. Ability to comprehend objectives and responsibilities of federal, state, and local nuclear emergency response agencies and programs. Ability to comprehend functions and structure of local, county, and state governments and their fiscal and enforcement policies and procedures related to nuclear emergency response and environmental protection. Ability to comprehend organizational structure and functions of New Jersey local governments. Ability to put together necessary work plans, budgets, and grant applications used to meet needs of the bureau. Ability to establish and maintain effective working relationships with associates, counterparts in various federal and state agencies, counterparts in the industry sector, professional and non-professional groups and organizations, and general public. Ability to communicate effectively verbally and in writing. Ability to develop long and short-term plans, budgets, and procedures to implement functions and responsibilities of the program area. Ability to formulate, comprehend, analyze, and interpret basic laws, rules, and regulations of nuclear generating facilities or associated fuel cycles. Ability to prepare and present technically accurate evidence for use in legal actions taken by the department or New Jersey Attorney General. Ability to prepare technically and scientifically sound and informative reports containing findings, conclusions, and recommendations. Ability to speak in public before professional, civil, educational, lay persons, and other groups. Ability to draft extensive technical correspondence on program activities. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position.
