Definition
Under the supervision of senior management or an executive official in a State department, institution, or agency, manages and directs activities of a fiscal program that must include at least two of the following functional elements: budgeting, auditing, accounting, procurement, revenue, or finance, supporting a major agency, division, or department of a total employee complement of 20 or more subordinate fiscal staff; establishes policy and manages fiscal staff and work activities; may serve as the Chief Fiscal Officer in a State department or agency; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Manages work operations and/or functional programs and has responsibility for effectively recommending hiring, firing, promoting, demoting, and/or disciplining of employees. Directs personnel functions for section or unit. Manages and establishes goals, objectives, and policies of an organizational unit. Directs administration of a major component of a fiscal program, element, or service with direct responsibility for the supervision of subordinate staff. Develops and implements fiscal policies necessary to achieve program and/or organizational goals. Recommends improvements in operating procedures, work processes, or administrative practices. Evaluates the overall operation of a program or service. Composes narrative letters and technical, statistical, or financial reports. Interprets applicable laws, policies, rules, and regulations for subordinates as required. Consults with staff members for identification of staffing or operational needs and provides administrative support services for other units or departments. Monitors the efficiency and effectiveness of programs or services. Devises improvement or change plans for operation of the unit. Mediates conflicts among staff members. Addresses policy-making committees of division heads or other key executive staff. Determines training needs. Provides training or arranges for the training of staff. Identifies and resolves problems with administration or coordination of programs, activities, or projects. Monitors budgets, internal audit systems, and financial controls. Develops budget expenditure projections. Approves transfer of monies from accounts. Determines and evaluates financial condition or status of an agency, department, or unit. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Economics, Finance, Business Administration, Accounting, or Public Administration, with a minimum of twenty-one (21) semester hour credits in finance, economics, and/or accounting courses.
Experience
Seven (7) years of experience in fiscal management including work in auditing, budgeting, accounting, or public finance; three (3) years of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
