Definition
Under the direction of the Superintendent, in a State Correctional Facility is responsible for the overall administration of the Institution's minimum security units including satellite units; does related work as required.
Examples of work
Organizes assigned supervisory and other work and develops appropriate work methods within the framework of established procedures and Institution and Department regulations. Assigns and instructs employees and inmates assigned to specific activities, work programs, unit and training classes and supervises the performance of their work. Develops and supervises procedures for interviewing new inmates, checking their admission papers for completeness and conformance with the Law, reviewing their problems, assigning them to living quarters and programs, compiling progress reports of individual inmates and preparing recommendations for their transfer, removal, work release or extra-institutional care. Directs the preparation of records of inmates who are to be transferred to other institutions; directs the making of the transfer arrangements; and directs the notification of Central Office and the parents or guardians of such transfers. Develops methods for handling cases which involve problems of denial of privileges and reprimands and the segregation or transfer of inmates charged with serious offenses. Directs the preparation of histories of inmates and the submitting to committees of the inmates considered eligible for parole and of those who have violated parole. Supervises procedures whereby the Institutional Parole Office, the Bureau of Parole, the Division of the State Police, and the Bureau of Identification are notified of inmates about to be released on parole. Provides for plans to ensure that inmates, prior to parole, are given their personal property and advised how to make contact with their parole officer. Supervises the operation of the custody departments and ensures that all necessary security measures are instituted. Makes certain that all Custodial Officers are required to attend Correction Officer Training Academy. Supervises the professional employees responsible for the work release program, furlough program and community programs. Conducts audits of ongoing programs to ensure that the objectives and goal of programs are being achieved. Assists in budget preparation. Prepares clear, technically sound, accurate and informative statistical progress and other reports containing findings, conclusions and recommendations. Supervises the establishment, maintenance and security of essential records and files. Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Ability to read, write, speak, and understand English sufficiently to perform the duties of this position. Thorough knowledge of the practical administrative problems involved in managing part of institution, including the supervision of a group of custodial employees. Ability to understand the standards, policies, objectives, regulations, and procedures established by the Department of Corrections for the conduct of correctional institutions and their application to specific custodial situations. Thorough knowledge of the procedures used in maintaining proper conduct among correction staff, civilian employees, inmates and visitors. Thorough knowledge of the methods used in supervising the custody rehabilitation, protection, housing, feeding, work and discipline of inmates to assist them towards social rehabilitation. Thorough knowledge of how to make investigations of complaints. Thorough knowledge of how to maintain order and discipline. Ability to organize work and develop work methods to assist inmates toward rehabilitation. Ability to give instructions to those engaged in custodial work and supervise their work. Ability to remain cool and decisive in emergencies. Ability to work harmoniously with others. Ability to investigate complaints and prepare recommendations for remedial measures. Ability to note potential dangers and hazards and to take steps to insure orderly and safe conditions. Ability to supervise the proper use of equipment, materials and supplies. Ability to prepare reports. Ability to supervise the maintenance of records and files. Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional supervisory experience in work involving the institutional care, custody, and training of persons deprived of their liberty. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional supervisory experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
