Definition
Under the supervision of a supervisory officer acts in the capacity of a team leader and/or performs office and field work reviewing and verifying eligibility determinations made on behalf of public assistance cases; does other related duties.
Examples of work
Prepares review forms for assigned cases and verifies that cases selected for review were receiving some type of assistance during the review sample month. Reviews case and agency administrative records at local assistance offices. Reviews the more complex cases and public assistance forms for completeness and accuracy determines that all eligibility and administrative requirements have been met. Reviews administrative decisions for compliance with Federal and State public assistance policies, standards and regulations; contacts the agency's administrator regarding discrepancies. Conducts in-home visit and interview public assistance and/or food stamp recipients or his/her authorized representative; secures recipients' signature on releases for use during collateral investigations. Records all information obtained during interviews. Verifies the validity of recipient's documents (birth certificates, social security card, rent receipts, pay stubs, and other pertinent papers). Researches County Clerk's Office records to determine the recipient's property and resources; contacts landlords to verify rental payments, residence and household composition. Researches Local and State Bureaus of Vital Statistics for birth, marriage and death records; contacts the Social Security Administration office to verify various benefits and Medicare. Analyzes information regarding federal and state public assistance program beneficiaries and/or providers using computer based software applications. Contacts health and life insurance companies to verify benefit amounts and policy values. Contact s relatives and other interested parties to investigate potential financial resources and/or verifies possible third party coverage. Visits social agencies and government offices to verify program requirements, contacts other government and public assistance program agencies for cross-reference of benefits. Contacts the recipient's employer or former employer for salary verification, benefits, retirement pension, and compensation. Establishes and maintains cooperative working relationships with collateral contacts to receive prompt and accurate verifications. Analyzes data collected from all sources and determines the recipient's eligibility and/or validity of the decision made by the State, County or Local Agency regarding the benefits granted. Prepares correspondence to complete reviews. Prepares clear, technically sound and accurate reports containing findings, conclusions and recommendations. As directed, takes the lead over Quality Control Reviewers; provides field and on-the-job training to Quality Control Reviewers as required. Provides instruction to Quality Control Reviewers in the use and interpretation of federal, state, and county guidelines; provides instruction in forms preparation and other job requirements. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of investigative methods. Knowledge of interviewing techniques. Knowledge of various sources of recurring income, i.e. employment, unemployment benefits, etc. Knowledge of sources and methods used in obtaining information regarding clients, finances and financial resources. Ability to read, interpret and apply Federal/State Laws and Regulations on the programs of the Division of Public Welfare and/or Medical Assistance and Health Services. Ability to research and perform intricate calculations that reflect changing interest rates, salaries, pensions, various types of savings, and certificates of deposit. Ability to prepare reports and correspondence. Ability to analyze and interpret laws, rules, regulations and procedures and to apply them to specific situations. Ability to investigate financial resources, and to gather and organize facts obtained during field investigations. Ability to follow instructions and work independently. Ability to establish and maintain cooperative working relationships. Ability to identify and follow investigative leads into a client's financial background. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of professional experience involving the investigation of personal financial matters, credit, or other similar investigations. OR Possession of a bachelor's degree from an accredited college or universeity; and one (1) year of the above-mentioned professional experience. "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
