Definition
Under administrative direction in the Department of Human Services assumes major responsibility for the development, implementation, monitoring and evaluation of a formalized staff development and training program related to the goals and objectives of the Department, Agency or division; does related work as required.
Examples of work
Administers the ongoing various programs which comprise the Office of Training in order to focus on those goals and objectives upon which the training office impacts. Administers the specialized programs which focus on those goals and objectives upon which the training office impacts. Supervises those staff members responsible for the actual development and delivery of their assigned training programs by advertising, guiding, monitoring, and evaluating staff performance to ensure that the implementation and application support overall goals and objectives. Develops and supervises the training office budget including the yearly spending plan: confers with other supervisors to determine specific dollar amounts assigned to specific training programs; and monitors, reviews and authorizes payments in order to determine the proper utilization of training funds for future training needs. Evaluates on-going training programs in order to ensure that the training given has effectively met the objectives of the programs; and if necessary, reevaluates, revises and retrains staff. Interprets rules, regulations, policies and procedures of the Division, Agency or Department , Civil Service Commission, State of New Jersey and related Federal agencies which monitor and/or assist in the funding of training operations. Provides technical assistance to the administrators, and the Training Advisory Committee in order to assess division-wide workforce and career development needs; provides liaison activities with other departments and divisions. Initiates, directs and/or prepares actions which are essential to internal training office, operations and maintenance, including actions in the areas of personnel, payroll, employee relations, and the procurement of office and audio-visual equipment and supplies. Performs special studies and investigations; prepares a variety of special and periodic reports relative to training operations and programs. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the firing, hiring, promoting, demoting and/or disciplining of employees. Counsels employees on training and education that they may require furthering their careers, and evaluates requests for tuition reimbursement and educational leave. Acts as representative in contracts with other State agencies and with colleges or universities, and serves on various task forces and/or committees. Identifies problems which may arise from training programs, analyzes and develops appropriate solutions, implements and evaluates procedures to ensure their effectiveness as solutions. Assess the overall staff development and training plan in order to ensure that all training needs are being met, and develops new programs as necessary. Prepares extensive correspondence in the course of official duties. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Applicants will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of management / supervisory principles, practices, concepts and techniques and their practical application in training operations. Knowledge of Federal regulations and guidelines which relate to staff training and impact upon training operations. Knowledge of laws and regulations governing personnel and budgetary operations. Knowledge of those policies, procedures and rules which impact on training operations. Knowledge of the principles of adult education, training, and educational psychology techniques as they apply to organizational staff development identification of skill training needs and overall employee orientation to organizations. Knowledge of fiscal control methods and techniques, budget practices, procedures, problems, and analysis for use in training operations. Knowledge of management information systems and reporting techniques/ methods and requirements as they pertain to training operations. Knowledge of State regulations and guidelines which relate to staff training and impact on training operations. Knowledge of the programs, responsibilities, organizations, budgets, and operating problems of the Department or Agency. Knowledge of related programs as they apply to staff and training and planning and development. Ability to analyze, interpret and apply basic laws, rules, regulations, policies, and establish procedures to apply them to specific problems or tasks to provide technical assistance in their usage. Ability to review and analyze existing work procedures, evaluate their appropriateness, and recommend changes to improve the operating efficiency of the Office of Training. Ability to administer and supervise the staff development and training program plan. Ability to initiate, develops, organize and execute training programs, including the identification of those areas and functions in need of training services. Ability to analyze professional, technical and/or financial reports. Ability to direct, assign and instruct individuals and groups and supervise the performance of their work. Ability to work with individuals in a cooperative and objective manner, to provide technical assistance, and to represent and/or act for the Department or Agency. Ability to prepare and supervise the preparation of clear, sound, accurate, informative progress and other reports and complex correspondence of training activities containing findings, analysis, recommendations and conclusions. Ability to supervise the maintenance of essential records and files. Ability to learn and utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Nine (9) years of professional experience in the organization, administration and implementation of staff development, training and/or adult education programs for a public or private organization; two (2) of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience; two (2) years of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
