Definition

Under the direction of the Medical Director, Superintendent or other administrative officer in a State institution, agency or division of the department assigned, plans the objectives and scope of the volunteer services program to augment the services of the regular staff of an institution, agency or group of institutions; recruits and orients new volunteers, arranges for their training and placement and supervises the program; does other related duties as required.

Examples of work

Confers with administrative staff to plan volunteer programs consistent with the needs of an institution, agency or group of institutions. Recommends establishment of policies and procedures for in-service training of volunteers, work hours, types of services to be performed and assignment of volunteers. Meets with department heads to determine volunteer service needs and to interpret service policies and procedures. Recruits and interviews applicants to determine their aptitudes, abilities and other qualifications. Classifies applicants according to qualifications, interest, age, time available for duty and other characteristics. Arranges for formal orientation of new volunteers which should include a description of the institution or agency, its purposes and organization, the place of the volunteer service program within the organization, the policies of the Volunteer Department and the responsibilities of the volunteers. In cooperation with the staff of the institution, agency or group of institutions, organizes training courses to instruct volunteers in techniques and procedures of duties to be performed and arranges for or conducts pre-service training classes and on-the-job training. Receives requests for services for volunteers from various institutional or agency departments and cooperates with department supervisors to define services to be performed by volunteers and to outline duties for each assignment. In cooperation with department supervisors, places volunteers according to their aptitudes and interests. Conducts periodic reorientation for all volunteers. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Conducts surveys and meets with department heads to evaluate the effectiveness of the volunteer service program. Periodically counsels with and evaluates individual volunteers. Devises methods for improving, modifying or expanding the program and recommending change in established policies and procedures. Establishes a program for the appropriate recognition of the volunteers. Prepares manuals, handbooks, guides, and brochures covering policies, procedures, program and special events. Keeps up-to-date with current trends of thought, professional literature and new developments in the field of voluntary services. Directs the establishment and maintenance of records and files. Prepares reports. Prepares correspondence. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of objectives, limitations, scope, needs, procedures and techniques of a program of volunteer services. Knowledge of information and public relations activities required in enlisting the cooperation of local community social, civic, educational and other groups in the recruitment of volunteer workers. Knowledge of orientation and training required for volunteers. Ability to organize assigned supervisory work, analyze the problems likely to arise in work with volunteers and develop effective work methods. Ability to determine the specific program the specific program services which may effectively utilize volunteers to augment regular staff. Ability to organize, develop and conduct formal orientation and training programs for volunteers to augment regular staff. Ability to speak before community groups and interpret the scope and character of the institution or agency programs. Ability to arrange for displays, educational programs and lectures regarding the work of the institution or agency and provides information material to agencies, service clubs and community organizations. Ability to assign, instruct, supervise and evaluate the work and activities of volunteers. Ability to prepare statements of the exact duties of each volunteer assignment and assign volunteers to specific duties on the basis of interest, ability and training. Ability to prepare manuals, handbooks and guides covering policies, procedures and programs. Ability to promote interest in the volunteer program by the use of awards programs, service awards, news releases and other. Ability to prepare correspondence. Ability to prepare detailed statistical, progress and other reports of the volunteer program. Ability to maintain records, reports and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional full-time experience in volunteer group work which may have included welfare, social, education, rehabilitation, community or other volunteer or civic service, one (1) year of which shall have been at a supervisory level. OR Possession of a bachelor's degree from an accredited college or university, and two (2) years of the above-mentioned professional experience; one (1) year of which shall have been at a supervisory level. Part-time work in the above experience shall equate to two (2) years, one (1) of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
